The Health Data Branch is looking for strategic leads to advance data and information initiatives for the Ontario health system.

Health Data Branch plays a foundational role in data and information management that enables and supports the development and delivery of better programs and services for Ontarians. The branch oversees the central management of the strategic provincial health data assets by guiding how they are accessed, collected, used, safeguarded and shared to support the health system.

The branch oversees the central management of the strategic provincial health data assets which enables the Ministry to design, develop and manage essential programs and services for Ontarians.

The Health Data Branch has three (3) opportunities which include:

• Lead, Data & Digital, Data Access and Release Unit (1 position in Toronto)
• Lead, Data & Digital, Data Standards Unit (1 position in Toronto)
• Lead, Data & Digital, Information Management Support Centre Unit (1 position in Kingston)

- Data Access and Release Unit: You will provide data and analytical subject matter expertise for curated business intelligence platforms/tools, requests and reports to inform executive and program-level decisions

- Data Standards Unit : You will support the health system's needs by enhancing the consistency and accuracy of healthcare information through the advancement of clinical, administrative, financial, and statistical data standards.

- Information Management Support Centre Unit: You will manage the intake and fulfilment of data and information requests to support the release of data within or external to the Ministry.

NOTE - Effective April 1, 2024 the salary range for this position is $88,496 to $128,625 per year in compliance with AMAPCEO collective agreement provisions. The new rates, effective retroactive to April 1, 2024, were recently confirmed and dates for implementation of the new salary rates are still to be determined.

What can I expect to do in this role?

In this role, you will:

• Lead and provide expertise on the design, implementation and sustainment of financial and statistical data standards for the health system;
• Lead the development and implementation of strategic data and information projects to advance the Ministry's data and digital agenda;
• Lead and coordinate strategic responses to inquiries and information requests from partner ministries and other stakeholders on a wide range of complex and sensitive issues;
Lead the intake and fulfilment of data and information requests to support the release of data within or external to the Ministry.

How do I qualify?

Data and Information Management:

• You have knowledge of Ontario health system data (e.g. Ontario Health Financial Reporting Standards, DAD, NACRS etc);
• You have an understanding of fiscal policy, financial reporting, clinical practices, and data governance policies to support health policy and program decision-making;
• You have knowledge of provincial legislation (e.g. PHIPA, FIPPA, Public Hospitals Act, Fixing Long-Term Care Act etc) and how it applies to the collection, use and disclosure of health data;
• You have excellent research, analytical and problem-solving skills to provide recommendations and advice on solutions to complex issues;
• You have quantitative analysis experience in the health field and are skilled in developing and using a range of analytic, statistical, and modelling techniques and tools (e.g. SAS, Python, R).

Policy, Program and Strategic Leadership

• You have knowledge of policy and program development principles and techniques to lead, collaborate and participate in the implementation of provincial policies, legislation, regulations and program frameworks;
• You can acquire and apply knowledge of accountability structures, risk assessment and management, program evaluation and monitoring processes to analyze business plans, annual reports and other accountability documents.

Project Management

• You can lead multi-disciplinary teams in analyses, options and recommendations of legislation, policy, data and governance;
• You can lead the development of business cases, environmental scans, project artifacts and strategies;
• You have experience applying project management principles and methods to lead and implement concurrent data and information projects across multi-disciplinary policy and program and project teams.

Communication and Stakeholder Relationship Skills

• You have effective stakeholder consultation, client service, relationship-building, and team-building skills;
• You have presentation skills to communicate complex information to non-technical audiences;
• You can prepare correspondence, briefing and planning documents, and various other types of written documentation;
• You have demonstrated political acuity and a well-developed ability to build/maintain partnerships while ensuring trust and positive working relationships with internal/external partners and stakeholders.
