The Transformation Management Office is in search of a dynamic Senior Project Manager to lead our efforts in plan development, quality assurance, and reporting. The ideal candidate will possess a Bachelor's degree in Health Information Science, Computer Science, Software Engineering, or a related field, along with three to five years of recent, relevant project management experience. A PMP designation would be advantageous, as would familiarity with JIRA.

Detailed Overview

Supporting the Vision, Values, Purpose and Commitment of Fraser Health including service delivery that is centered around patients/clients/residents and families:

The Senior Project Manager provides project leadership and oversight for assigned large-scale technology project(s) and/or group of projects in support of Fraser Health (FH) executive, clinical and business stakeholders.

The Senior Project Manager provides services to FH clients in the areas of strategic business systems planning, business process design and information management; develops plans and strategies to deliver organizational and enterprise-wide initiatives from initial idea stage to implementation and leads the processes to realize business and operational benefits for the client group; consults with stakeholders and other client groups to implement overall Ministry of Health, Fraser Health and Information Management strategic direction.

The Senior Project Manager leads enterprise-wide projects and other major organizational initiatives including managing timelines and resources, facilitating transition and change management, coordinating the procurement and management of external services and project team members; ensures implementation of standards for project practice and governance, measures compliance with existing processes and procedures, supports and complements the activities to ensure current and continually improving project oversight and outcomes. Plans, negotiates, coordinates, and implements project plans consistent with business cases, approved financial parameters, and business requirements.


Responsibilities

  1. Manages the planning and implementation of large technology projects and sub-projects from the initial planning and design stages to implementation and completion; provides support by conveying policies and priorities, directing work and ensuring issues are resolved or escalated to appropriate level(s) to achieve objectives including business outcomes, scope, quality, schedule and budget.
  2. Communicates with executive leadership and sponsors to inform on project progress; maintains alignment on strategic program goals; facilitates key decisions, manages risks and resolves high level issues in a timely manner.
  3. Oversees the Performance Management process for assigned projects. Manages these through the project management lifecycle using standard methodologies by developing related plans, identifying financial implications, ensuring financial requirements are met and formulating change management strategies.
  4. Maintains project standards for quality, transparency, and governance according to the Project Management Office Project Lifecycle. Works with Project Management Office team engaged in setting and maintaining standards for project practice; researches, designs, develops and implements tools and processes informed by industry best practice; keeps current of FH's requirements for project standards to ensure current and continually improving project delivery.
  5. Supports project teams in planning and development according to the Project Management Office Project Lifecycle. Ensures that all projects follow the Project Management Office Project Lifecycle as mandated by executives. Works with the project sponsors and stakeholders by monitoring and reporting on all project phases to ensure project success and overall quality of implemented solutions.
  6. Identifies inter-projects issues, dependencies and risks and actively works to resolve, schedule and mitigate in order to achieve program and project success.
  7. Provides oversight for project key performance indicators including schedule, budget, forecast and project spending; reports on variances and impacts to deliverables, and makes recommendations to project sponsors to mitigate cost overruns, maintain adherence to allocated budgets and timelines, and ensure delivery of a successful project.
  8. Works with software vendors and other external service providers to negotiate contract terms and pricing and resolve complex and/or tentative service issues.
  9. Manages established contracts and oversees performance to ensure that consultants and contractors complete on obligations and deliverables; negotiates changes and resolves disputes within authorized limits.
  10. Manages team members by assigning, delegating and coordinating work assignments/projects, providing guidance, orienting new team members, recruiting, and terminating service contract.
  11. Participates on internal and external committees, as assigned.

Qualifications

Education and Experience

Bachelor's degree in Business, Computer Science, Information Systems or Health Information Science, supplemented with seven (7) to ten (10) years' recent related experience with contemporary project management practice including five (5) years' experience as a senior project manager for a large complex organization, or an equivalent combination of education, training and experience.

Project Management Professional (PMP).
