The Burnaby Hospital Redevelopment Project (BHRP) is a multi-year, multi-phase project with an initial focus on a new inpatient/outpatient tower, support facilities building expansion, and renovation. The second phase will include a new cancer treatment centre and 110 new inpatient beds.

This project is complex and will be comprised of new construction, demolition, renovations and various upgrades. Upon completion, the Burnaby campus will have two new patient care towers, an expanded emergency department, a new cancer treatment centre, and ultimately increase its acute care beds from 259 to 400.

We’re looking for an energetic, highly proactive colleague for our Burnaby Hospital Redevelopment Project team in the role of Project Support Manager who will support strategic business systems planning, business process design and information management for the redevelopment project. In addition, you will provide coaching and training to Project Leaders and the Redevelopment Team on the Project’s business systems and processes.

  • Seven (7) years' recent related experience with contemporary project management practice including three (3) years' experience as a project manager for a large complex organization, or an equivalent combination of education, training and experience.
  • Project Management Professional (PMP) or equivalent certification.
  • An equivalent combination of education, training and experience is acceptable

The Project Support Manager provides project management oversight and support services to FHA clients across a specified group of projects.

The Project Support Manager provides project management services to Fraser Health (FH) clients in the areas of strategic business systems planning, business process design and information management; develops plans and strategies to deliver organizational and enterprise-wide initiatives from initial idea stage to implementation and leads the processes to realize business and operational benefits for the client group; consults with stakeholders and other client groups to implement overall IM strategic direction by supporting the Informatics Council and Steering Committees.

The Project Support Manager leads enterprise-wide projects and other major organizational initiatives including managing timelines and resources, facilitating transition and change management, coordinating the procurement and management of external services and the management of assigned staff; develops standards for project practice and governance, measures compliance with existing processes and procedures, supports and complements the activities to ensure current and continually improving project oversight and outcomes.


Responsibilities

  1. Manages and maintains the Health Informatics & Information Technology (HIIT) project inventory.
  2. Oversees the Performance Management process for assigned HIIT projects. Manages enterprise-wide projects and/or major organizational initiatives through the project management lifecycle using standard methodologies by developing related plans, identifying financial implications, ensuring financial requirements are met and formulating change management strategies.
  3. Maintains project standards for quality, transparency, and governance according to the Project Management Office Project Lifecycle. Works with Project Management Office team engaged in setting and maintaining standards for project practice; researches, designs, develops and implements tools and processes informed by industry best practice; keeps current of FH's requirements for project standards to ensure current and continually improving project delivery.
  4. Supports Project Teams in planning and development according to the Project Management Office Project Lifecycle. Ensures that all projects follow the Project Management Office Project Lifecycle as mandated by executives. Works with the Project Sponsor and stakeholders by monitoring and reporting on all project phases to ensure project success and overall quality of implemented solutions; provides updates on project status and related project aspects and advises Project Sponsor of project issues requiring immediate attention and/or intervention.
  5. Clarifies and manages the scope of projects by defining the contract deliverables to achieve targeted outcomes and ensure project requirements are achieved in a timely manner within defined financial and resource guidelines; reviews and ensures compatibility and consistency with existing enterprise architectural and FH standards and alignment with FH Strategic Plans.
  6. Provides support in the development of the project budget; monitors progress against project objectives, produces periodic reports and discusses project progress with operational executives once project budget has been approved.
  7. Manages and assembles projects teams by identifying resources, assigning responsibilities and developing project timelines and/or milestones to facilitate the successful completion of project activities and deliverables; provides guidance/direction to assigned Portfolio Managers on project management duties, budget management and/or technical issues; identifies project risks and develops plans to mitigate identified and related project risks.
  8. Monitors project delivery performance against defined project plans; ensures project completion by facilitating post-implementation evaluations and measuring key outcomes against projected outcomes and assessing the performance of project-related staff to ensure customer satisfaction, project success and alignment of FH Strategic Plans; performs analysis of benefits realized and reports on benefits realization to Executives and Project Sponsors.
  9. Champions planning and project methodologies and best practice through mentoring, coaching and communicating with assigned staff, team members and stakeholders.
  10. Supports transition into Project Management Office lifecycle and updates Project Management Office artifacts related to the Project Management Office Project Support Manager role.
  11. Participates in developing the annual goals and objectives for the department, in collaboration with the Manager ensuring consistency with the FH objectives and strategies.
  12. Participates in assigned Fraser Health, Provincial and Federal initiatives; chairs and/or leads discussion, as required.

Qualifications

Education and Experience
Bachelor's degree in Business, Computer Science, Information Systems or Health Information Science, supplemented with seven (7) years' recent related experience with contemporary project management practice including three (3) years' experience as a project manager for a large complex organization, or an equivalent combination of education, training and experience.

Project Management Professional (PMP) or equivalent certification.
