The Facilities Development Project Management Office within the Facilities Development is currently seeking a Full-time Regular Project Manager (2 positions).
The mandate of the Project Management Office (PMO) is to assume responsibility for the successful delivery for all capital projects on campus, inclusive of new construction, building renovation/refurbishment and/or upgrading of existing capital infrastructure. In fulfilling this work, the PMO collaborates extensively with the Project Sponsor, Campus Planning, Campus Engineering, Office of Campus Architect, Facilities Management, Office of Sustainability, Employee Health and Safety, Supply Chain Management, and Faculty Clients across the Universities four campuses to ensure that deliverables achieve the intended outcomes. Additionally, in fulfilling this mandate, the PMO provides leadership and oversight of consultants, contractors, and project stakeholders to deliver project outcomes aligned with approved objectives. The intended objective is to ensure that all projects are delivered effectively, efficiently and meet the performance targets and objectives as set out in the Project Charter.
The Project Manager reports directly to a Senior Portfolio Manager and is accountable for managing the delivery of all phases and facets of capital projects assigned to them, including initiation, planning, execution, monitoring & controlling, and close out activities. The Project Manager will also provide professional advice and direction to the project team (consultants, contractors and stakeholders) with respect to project delivery techniques, standard operating procedures, constructability, and preparation of materials to ensure adherence to University requirements in concert with Project Management best practices.
The nature of the work necessitates that the Project Manager accomplish much of their work through the effective management of project teams involved with the planning, design, construction and commissioning of capital projects. Effective communication is a key skill for the Project Manager to possess.
The normal work schedule is 35 hours per week. Overtime, including weekend and out-of-hours meetings & inspections may be required.
The position is responsible for developing, managing, and delivering assigned capital projects from inception through detailed design, implementation and close out. Projects shall adhere to the PMO Project Delivery Process.
The Project Manager leads multi-disciplinary project teams through all phases of capital delivery and is accountable for project scope, budget, schedule, quality, risk, stakeholder engagement, and compliance with university delivery processes. The Project Manager supervises assigned Project Coordinators and leads procurement, design, construction, commissioning, and close-out activities in collaboration with internal partners.
Summary of Key Responsibilities (job functions include but are not limited to):
Project Management
Lead assigned capital projects through initiation, planning, design, procurement, construction, commissioning, occupancy, and close-out in accordance with the PMO Project Delivery Process. Develop and maintain project charter, scope, schedule, budget, risk register, reporting, and project controls necessary to support effective governance and project delivery. Lead procurement of consultants, contractors, and major project services, including preparation of RFP documents, evaluation of submissions, recommendation for award, and contract administration. Manage project financial performance including budgeting, forecasting, contingency management, change control, invoice approvals, and reporting of variances and financial risks. Lead project schedule development and monitor milestone achievement, proactively addressing schedule risks, dependencies, and recovery strategies where required. Manage project risks, issues, actions, and decisions through formal tracking, mitigation planning, and escalation to leadership where appropriate. Support the preparation of stakeholder and governance communications, including steering committee materials, executive briefings, project reporting, and actively participate in related meetings and discussions. Provide leadership and oversight of design consultants, contractors, and commissioning activities to ensure compliance with project objectives, University standards, and applicable codes and legislation. Lead project turnover, operational readiness, warranty management, and project close-out documentation, including lessons learned.
Management/Leadership
Provides leadership, supervision, coaching, and performance management for assigned Project Coordinators and project support staff, including hiring, delegation, development, and performance management. Working with university stakeholders, external consultants and contractors, ensure the effective planning, preparation, execution and monitoring of construction schedules and budgets within established parameters. As much of the capital project delivery takes place in an environment of ongoing campus operations and business, project tasks and activities must be scheduled, coordinated and delivered such that the project can be delivered in an efficient, effective, safe, minimally disruptive and environmentally sustainable manner. Routinely handle potentially sensitive and confidential information involving multiple projects. Communication with clients at all levels including senior personnel is routinely required and the project manager must demonstrate political acumen and professionalism at all times as a representative of the university.

Actively participate in training and professional development opportunities in coordination with the department, and demonstrate a willingness to learn and adapt to change. Maintain regular attendance and report to work on time. Manage time effectively to complete assigned responsibilities while minimizing overtime requirements. Understand and comply with the requirements of the University's Occupational Health and Safety Policy. Maintain knowledge of and comply with the expectations outlined in the University's Occupational Health and Safety Management System (OHSMS), as well as applicable Faculty, Department, and Unit-specific health and safety policies and procedures. Ensure all work is conducted in accordance with the Alberta Occupational Health and Safety Act, Regulation, and Code, and all other applicable health and safety legislation.
Qualifications / Requirements:
Degree in Engineering, Architecture, Construction Management, Project Management, or a related discipline emphasizing planning, design, construction, and organizational leadership; equivalent combinations of education and progressive experience may be considered. Minimum 5 years of progressive project management experience delivering complex capital, infrastructure, renovation, or institutional facility projects through planning, design, procurement, construction, and close-out. Project Management Professional (PMP) designation, or commitment to obtain PMP certification within one year of hire. Demonstrate knowledge of project delivery methodologies, including project planning, scheduling, budgeting, forecasting, change management, risk management, commissioning, and project close-out practices. Experience in managing consultant and contractor procurement processes, including preparation of procurement documents, tender / bid evaluation, contract administration, progress claim review, release of holdbacks, and contract close-out. Working knowledge of construction contracts and industry-standard agreements, including CCDC, CCA, RAIC, and consultant / contractor compensation methodologies. Knowledge of applicable legislation, codes, and regulations, including the Alberta Building Code, Prompt Payment and Construction Lien Act, Occupational Health and Safety requirements, and relevant municipal / regulatory approvals. Ability to read, interpret, and review construction drawings, specifications, contract documents, schedules, and technical reports to support project planning, delivery, and decision-making. Strong financial acumen, including experience preparing and managing project budgets, cost forecasts, contingency allocations, variance analysis, and financial reporting. Experience in project controls and schedule management, including development and monitoring of project schedules, milestone tracking, critical path awareness, and schedule recovery planning. Strong analytical, problem-solving, and decision-making skills, with the ability to evaluate complex issues, assess risks, and develop practical, cost-effective solutions. Demonstrate leadership and people management skills, including supervision, delegation, coaching, performance management, and effective coordination of multidisciplinary teams. Exceptional stakeholder engagement, communication, and relationship management skills, with the ability to communicate effectively with senior leadership, clients, consultants, contractors, and diverse stakeholder groups. Strong organizational and time management skills, with demonstrated ability to manage multiple concurrent projects, competing priorities, and shifting deadlines in a dynamic environment. Experience using project management and business systems, including scheduling, reporting, and document management platforms (e.g., Archibus PM Module, Microsoft Project, SharePoint, and Microsoft Office Suite). Ability to prepare, manage, and maintain comprehensive project records and documentation, including charters, budgets, schedules, meeting records, risk logs, change documentation, procurement records, and project reports. A valid Class 5 driver¿s license (cannot be a graduated license) with proven good driving record (abstract required).
