About the role

 The Western Canada Lotter Corporation (WCLC) is currently looking for a Project Manager to join our Enterprise Portfolio Management Office (EPMO) based in Winnipeg, Manitoba. 

The EPMO is responsible for creating business value by providing all areas of WCLC with project and portfolio management services to support the delivery of business objectives. Working closely with Business Sponsors, Executive Sponsors, IT Leaders, provincial and territorial stakeholders, vendor partners, and lottery stakeholders, you will be responsible for the development and execution of project plans that support key organizational initiatives. You will work with cross-functional teams, manage stakeholder expectations, and coordinate delivery activities to meet agreed scope, schedule, budget, quality, and governance objectives. 

We’re looking for someone who can…  

  • Lead projects with enterprise-wide and multi-stakeholder impacts, collaborating closely with lottery partners, business units, technology leaders, cross-functional teams, project team members, vendors, and external stakeholders to ensure initiatives are well-defined, accurately planned, and successfully delivered. 

  • Work collaboratively to develop and maintain project governance materials, including the project charter, scope, objectives, delivery approach, success measures, stakeholder engagement plan, communication plan, and decision-making framework. 

  • Facilitate project meetings, planning sessions, workshops, status reviews, and governance forums to support alignment, transparency, and timely decision-making. 

  • Drive project execution and delivery by managing integrated project plans, dependencies, milestones, deliverables, risks, issues, decisions, and action items across multiple workstreams. 

  • Develop comprehensive project plans showcasing financial and project management skills, including cost estimates, budgeting, forecasting, resource planning, and reporting across the project lifecycle. 

  • Manage the tracking and control of project scope, schedule, budget, issues, decisions, assumptions, dependencies, and change requests. 

  • Manage project budgets and costs and provide estimates, forecasts, and financial analysis, including capitalization, amortization, and expense management where applicable. 

  • Perform risk planning and analysis, including risk identification, assessment, response planning, mitigation tracking, and escalation at the project, program, and enterprise levels where warranted. 

  • Execute, track, and monitor progress against the plan and communicate project status, risks, decisions, and key updates to project teams, sponsors, executives, governance groups, and external partners. 

  • Contribute to organizational change, adoption planning, transition readiness, and process improvements across teams, including the effective implementation of changes in processes, procedures, and ways of working. 

  • Demonstrate a blend of business, technology, and stakeholder management acumen to ensure project deliverables and anticipated outcomes align with business objectives and partner expectations. 

  • Provide valuable insights and recommendations on delivery methods, governance practices, reporting, stakeholder engagement, and continuous improvement opportunities when working collaboratively with project management and leadership teams. 

  • Engage and collaborate with governance stakeholders to ensure project delivery aligns with corporate risk expectations, cybersecurity controls, technology standards, procurement requirements, vendor obligations, and organizational governance processes. 

  • Look for opportunities to improve team efficiency, strengthen project controls, and support effective collaboration across organizations and workstreams. 

  Qualifications  

  • 3+ years as an experienced Project Manager, preferably with experience leading complex business, technology, or enterprise transformation initiatives. 

  • Certified Associate Project Manager (CAPM), Project Management Professional (PMP), PRINCE2 or other industry-recognized Project Management accreditation is considered an asset.  

  • Experience utilizing an extensive knowledge of project methodologies, processes, and practices to effectively deliver business and/or technology projects. ITIL knowledge is an asset. 

  • Demonstrated knowledge and experience managing medium to large, complex projects across the full project lifecycle, including initiatives with multiple stakeholders, vendors, dependencies, and governance requirements. 

  • Rapidly acquires new knowledge, learns new skills, and applies creative thinking to solve problems while understanding the organization’s vision, purpose and values.  

  • Proven experience leading cross-functional teams and coordinating delivery across business and technology workstreams; experience with Agile delivery, Scrum, or hybrid delivery approaches is considered an asset. 

  • Understanding and experience with Waterfall, Agile, Kanban, Scrum, and hybrid delivery approaches. 

  • Strong communication, leadership, facilitation, negotiation, and interpersonal skills, with the ability to build trust and alignment across diverse stakeholder groups. 

  • Effective risk assessment, problem-solving, decision-making abilities, and management techniques.  

  • Ability to work in a highly collaborative virtual team environment and facilitate progress across geographies, partner organizations, vendors, and functional teams. 

  • Experience with Office 365 tools (PowerPoint, Excel, Teams, Forms) and project management or collaboration tools such as MS Project, Smartsheet, Jira, Miro, Confluence, or equivalent platforms.
