Job Type & Duration: Full-time, Perm Shift Information: Monday to Friday, 35-hours per week Grade : MP5 Affiliation: SUP Number of Positions Open: 1 Posting Period: June 25th to July 9th, 2026 Be responsible for administering and controlling the work performed by a team of Licensing Compliance Department staff involved in supporting the compliance, enforcement and other licensing activities. Plan, schedule, organize and assign work to staff with appropriate instructions and direction. Requires the development and recommendation of short and long‐range performance plans, identifying performance objectives for the department. Establish and communicate clear expectations for all performance standards. Monitor access and communicate job performance; address personnel matters, monitor employee absenteeism and administer the application of the collective agreement. Reinforce standards for quality and evaluate performance against those standards. Assess strengths and development needs of staff, providing timely and specific feedback. Provide advice, guidance and instruction as required and be responsible for quality and production. Assist in resolving work problems as they arise. Develop policies, procedures, and processes for approval by others by applying knowledge of government relations, licensing law and consumer protection legislation. Provide direction and support to internal staff as well as licensees in Licensing matters and offer interpretation of legislation, policy, and past practice to determine the appropriate action to be taken. Facilitate interpretation of Licensing requirements and matters relating to department decisions to assist contractors in reaching compliance with program mandate. In consideration of ensuring and increasing compliance with licensing legislation and associated regulations, responsible to develop, initiate, and manage projects and tools to support the ongoing development of Contractor licensing while working with internal and external stakeholders. Establish processes, systems and plans to identify companies and persons that may be operating in contravention of Licensing legislation and associated regulations. Educate licensees of their responsibilities so that they are more compliant with the Licensing regulation. Independently take initiative and look at innovative means to improve current processes while considering potential problems, opportunities and needs of the Department and organization. Consider alternatives and assesses their impact and potential problems. Prepare and present information sessions (e.g. contractor annual meetings and ECRA meetings, contractor portion of the website) to proactively contribute to initiatives to support high standards of regulatory practice in the province. Develop reports and prepare communications on Licensing discipline activities to inform stakeholders on a wide range of Licensing Department related matters. Prepare information or communications regarding various administrative, regulatory or operational aspects of Master Electrician exam to Operations and Customer Service Centre staff, as well as electrical contractors and their respective associations, and other external sources. Coordinate and present ESA activities at the Master Examining Committee. Oversee Master Electrician exam administration. Maintain up-to-date knowledge of enforcement and discipline issues and best practices, and other licensing and certification matters in the electrical industry. Provide advice and guidance to ESA departments and stakeholders regarding appropriate Licensing discipline activities, based on policies and procedures and interpretation of legislation. Collaborate with internal and external personnel to resolve operational, regulatory or administrative problems encountered. Provide recommendations, advice, and assistance to ESA staff and various external stakeholders (e.g., contractors, customers, municipalities, etc.) on the administrative, regulatory and operational aspects of the Licensing Department of a routine nature. Communicate key issues and initiatives with customers, licensees, and internal stakeholders. Initiate and manage programs and initiatives to monitor compliance of licensed contractors and master electricians. Establish processes and plans to assist in the development, review, and improvement of document policies and procedures that support program goals. Participates in the development of various Licensing reports, support report generation and distribution, ensuring timely release of pertinent information.
