Job Summary This posting is intended to gather expressions of interest from experienced Civil Engineers (P.Eng.) for anticipated opportunities expected to arise over the next 3–6 months. While an immediate vacancy may not be available, we are building relationships with talented professionals who are interested in joining our growing Rail + Transit team as new projects and hiring needs materialize. TYLin is seeking a highly skilled and forward-thinking Civil Utilities Manager to lead the planning, coordination, and delivery of complex utility design solutions across major Rail + Transit programs in Canada. This is a rare opportunity to step into a pivotal leadership role shaping how utilities are integrated into some of the country’s most transformative infrastructure projects. You will be at the forefront of civil utility engineering within transit environments - guiding multidisciplinary teams, influencing design strategy, and ensuring seamless coordination between utilities, civil works, and major transit systems. Your work will directly support the delivery of safe, resilient, and future-ready transit corridors that will serve Canadian communities for decades. This role is ideal for someone who thrives in a dynamic, design-driven environment and is motivated by the challenge of solving complex urban infrastructure constraints while helping build a growing technical practice. Responsibilities & Qualifications The Opportunity If you are motivated by complex infrastructure challenges, energized by leadership responsibility, and excited by the chance to help shape Canada’s next generation of transit systems, this role offers a platform to do exactly that. You won’t just be managing utility design - you’ll be helping define how it’s done. What You’ll Do In this leadership role, you will: Lead the civil utilities design strategy across major rail and transit projects throughout Canada Oversee utility investigations, conflict analysis, relocation design, and coordination with utility owners and stakeholders Act as the key technical authority for utility engineering within multi-disciplinary project teams Manage and mentor engineers and designers, helping build a high-performing utilities capability within TYLin’s growing transit practice Coordinate closely with civil, structural, track, systems, and construction teams to ensure fully integrated design solutions Drive innovation in utility design practices, digital workflows, and coordination standards (including BIM / digital delivery environments) Engage directly with clients, utility agencies, municipalities, and contractors to resolve complex utility interfaces Support proposal development, pursuit strategies, and project planning for major transit bids and active programs Ensure all deliverables meet regulatory requirements, client standards, and TYLin’s quality expectations What You Bring Licensed Professional Engineer (P.Eng) in Canada – required 10+ years of progressive experience in civil utility engineering, preferably within transportation, rail, transit, or large infrastructure programs Proven experience leading utility coordination on complex urban infrastructure projects Strong understanding of underground utilities, relocation design, utility protection methods, and coordination processes Experience working with public agencies, utility companies, and major infrastructure stakeholders Demonstrated leadership experience managing technical teams and multidisciplinary coordination Strong communication skills with the ability to confidently engage clients and external partners Familiarity with Canadian standards, municipal infrastructure requirements, and transit agency processes Ability to balance technical depth with strategic oversight and project delivery leadership Why This Role is Different This is not a maintenance role within an established utility group - it is a foundational leadership opportunity within a growing transit practice. You will help define how TYLin approaches civil utility engineering on rail and transit projects across Canada, influencing standards, building capability, and shaping a team that will grow with the business. You’ll be joining a globally respected infrastructure consultancy with a strong North American transit footprint and the ambition to expand its Canadian Rail + Transit presence significantly in the coming years. What You’ll Help Build A best-in-class civil utilities design capability for transit infrastructure Smarter, more coordinated utility relocation strategies for dense urban corridors Stronger integration between utilities and broader civil/rail design disciplines A high-performing team of engineers and designers focused on delivery excellence and innovation Additional Information TYLin is committed to pay equity.
