Overview:
Kimley-Horn is seeking an experienced Senior Planner to join our growing Land Development practice in Toronto. This is an opportunity to lead complex, high-impact private sector projects across the Greater Toronto Area, working directly with developers, investors, and multidisciplinary teams to bring projects from concept to approval.
Our Toronto team is expanding rapidly, and we are looking for a planner who thrives in a fast-paced, client-focused consulting environment and is excited to take ownership of projects and relationships.

This role is positioned for planners who want to move beyond project delivery into client leadership and business development, with a defined path toward building and leading a land development planning practice in Toronto.
Responsibilities:
Shape the Future of the GTA
As a Senior Planner focused on land development, you will:
- Lead entitlement strategy and execution for residential, mixed-use, commercial, and industrial developments across the GTA
- Manage and prepare planning applications, including:
- Official Plan Amendments (OPA)
- Zoning By-law Amendments (ZBA)
- Site Plan Approval (SPA)
- Draft Plans of Subdivision
- Serve as a key advisor to private-sector clients, guiding projects through the full approvals lifecycle
- Navigate the Ontario Planning Act, Provincial Policy Statement (PPS), Growth Plan, and municipal frameworks
- Coordinate closely with in-house civil engineering, transportation, and landscape architecture teams to deliver integrated solutions
- Lead project teams, manage budgets and schedules, and ensure high-quality deliverables
- Represent clients in meetings with municipalities, agencies, and stakeholders
- Support negotiations and positioning for approvals, including potential involvement in Ontario Land Tribunal (OLT) processes
- Identify and pursue business development opportunities with existing and new developer clients
- Mentor junior staff and help build Kimley-Horn’s planning presence in the Toronto market
Qualifications:
- Degree in Urban Planning or related field
- 6+ years of land development planning experience in Ontario (consulting strongly preferred)
- Full membership or eligibility with OPPI / CIP
- Strong working knowledge of Toronto and GTA municipal processes and approvals
- Demonstrated experience managing complex development applications from due diligence through approval
- Established or developing relationships within the development community (developers, landowners, municipalities)
- Excellent communication, negotiation, and client management skills
- Proven ability to work in a deadline-driven, fast-paced consulting environment
- Business development mindset and interest in long-term career growth
