The City is seeking a Manager, Parking Business Services to lead the planning, design, and delivery of the City?s curbside access and parking programs. The Manager, Parking Business Services is responsible for: Leading the implementation of the City?s curbside access and parking program (CAPP), ensuring alignment with transportation policy and mobility goals; Develop and implement supportive policies for CAPP related to community and special events; Providing mid? and long?range planning direction for curbside regulations, infrastructure needs, and future program enhancements; Overseeing parking operations, including permits, pay parking systems, accessible parking, loading zones, and the public EV charging network; Lead the management and operational oversight for the City?s off-street parking assets; Establishing technical standards and providing professional oversight for curbside design, signage, and regulation plans; Developing monitoring frameworks, performance metrics, and analytics to evaluate program effectiveness and support reporting to senior leadership and Council; Managing budgets, contracts, and vendor relationships for parking technology, equipment, and service delivery; Leading a team of unionized and exempt staff, consultants, and contractors to deliver high?quality, service?oriented curbside and parking programs; Liaising with internal departments, external partners, businesses, and community organizations, and supporting public engagement and communications activities. Reporting to the Director of Transportation, this position oversees a team of unionized and exempt technical staff, providing leadership, coaching, and workload planning to support the effective delivery of curbside and parking initiatives. Responsibilities include coordinating consultants and contractors, developing annual work plans, and ensuring high?quality, service?oriented program execution. The ideal candidate brings a blend of education and experience in business development and operations, transportation planning, engineering, parking management, or related business programs, supported by at least seven years of progressively responsible experience. You have managed capital projects in a public?sector environment, led technical teams, and built strong working relationships across diverse internal and external stakeholders. Your background includes developing and implementing curbside or parking programs, applying technical standards, and navigating complex business, operational, financial, and policy considerations within a municipal or business context.During the recruitment process, applicants will be requested to provide a current Police Information Check (PIC). We offer an attractive remuneration and benefits package for this exempt position, including a compressed work schedule. The salary range is $116,568 - $135,876 annually (2026 rates).
