About the role
The Land Based Test Facility (LBTF) Engineering Program Manager (EPM) is the primary technical authority for the LBTF as part of the Combat Management System Software Support Contract (CMS SSC). Working closely with the Senior EPM, the Lead ensures engineering, integration, and test activities are delivered on schedule, within budget, and to the required quality standards.
Provide technical direction for the definition and development of the Canadian Surface Combatant (CSC) LBTF systems design and architecture, and coordinate all appropriate engineering activities:
- Responsible for technical leadership and performance for the CSC LBTF activities
- Ensures approved Systems Engineering (SE) processes are followed
- Responsible for development of system architecture
- Ensures adequate system trades, simulations and analysis are performed
- Ensures the quality of system level work products
- Ensures bi-directional trace of system requirements is performed
- Responsible for SE cost, schedules and technical performance
- Ensures accurate requirements decomposition
- Ensures requirements are accurately implemented and verified
- Understands and manages the technical effects of changes to the baseline throughout the lifecycle
- Leads the establishment and tracking of Project Technical Performance Metrics (TPM)
- Monitors Design-To-Cost (DTC) targets
- Ensures Characteristic Accountability and Verification (CAV) activities are carried out for the entire system, including:
- Identification and marking of Critical to Customer Requirements
- Identification of Critical and Major Characteristics
- Identification of Critical and Major Components
- Verification of Critical and Major Characteristics
- Responsible for ensuring the technical integrity of all engineering products
- Ensures a fully documented, allocated and traced requirements baseline is maintained
- Is cognizant of cost and schedule as they relate to technical integrity.
What you bring to the role
Lead Technical Team
- Direct a multi‑disciplinary engineering team through all phases of the program.
- Guide the team through design reviews, technical decision‑making, and procurement activities, ensuring alignment with program specifications and best practices.
Stakeholder Interface and Program Integration
- Serve as the main technical liaison for Program Management, customers, and external partners.
- Contribute to the Program Integration Team, providing technical insight for cost, schedule, and risk discussions.
- Resource and Staffing Coordination
- Work closely with the Senior EPM to identify staffing needs, skill sets, and training requirements
- Provide accurate, timely estimates of required personnel, tools, infrastructure, and other resources.
- Performance, Risk, and Dependency Management
- Monitor engineering progress using earned‑value and technical performance metrics
- Identify, document, and elevate risks and dependencies to decision‑makers and stakeholders.
- Communication and Documentation
- Deliver regular technical status updates to all constituents
- Facilitate technical briefings, design reviews, and procurement meetings.
- Bachelor’s degree from an accredited university in a related discipline, or equivalent experience/combined education, with 15 years or more of professional experience
- Minimum of 12 years of SE experience, in a SE lead position (EPM, Technical Director (TD), Lead Systems Engineer (LSE), Systems Engineering and Integration Team (SEIT) Lead, etc), and in a related industry
- Have executed in similar capacity/projects. Having executed as TD/EPM on substantial Ship program is a key asset and discriminator
- Considered an expert and an authority in discipline
- Demonstrated ability to influence and customer relations
- Strong team player and leadership skills
- Demonstrated softskills, agility and solution oriented.
- Demonstrated ability to deal with difficult and delicate situations.
- Must have excellent organization skills and an analytical ability to develop and deliver concise presentations
- Experience on Canadian defence projects
- Risk Management experience
- A strong operating knowledge of EVM
- Must be able to establish and maintain relationships
- Results oriented with an ability to deliver
- Ability to lead a team

$149,500 - $196,500
