The Senior Manager, Policy and Special Projects report directly to the Vice President, Programs and Services and
provides support in policy development, policy analysis, special projects, executive coordination, and cross-portfolio
planning across the Programs and Services department. Programs and Services is Fred Victor’s largest portfolio,
encompassing the majority of the organization’s staff, services, and operational activities.
This role has a strong focus on shaping, analyzing, and advancing policy positions that strengthen service delivery,
support organizational priorities, and respond to the evolving external environment affecting Fred Victor’s work.
The Senior Manager supports the development of policy briefs, discussion papers, internal guidance documents,
and strategic analyses related to programs, service models, quality improvement, system change, regulatory
developments, and emerging social policy issues impacting clients and communities. This helps to facilitate inter-
department communications.
The Senior Manager, Policy and Special Projects is responsible for monitoring policy, legislative, regulatory, and
funder developments; identifying implications, risks, and opportunities for Programs and Services; and supporting
the Vice President, Programs and Services in developing responses, recommendations, and strategic action. The role
helps translate complex information into practical direction for leadership decision-making and organizational
planning.
Working in a fast-paced and evolving environment, the Senior Manager, Policy and Special Projects exercises strong
judgment, discretion, political acuity, analytical skill, and project leadership. The role requires the ability to
synthesize information from multiple sources, engage internal and external stakeholders, support organizational
policy alignment, and ensure that strategic initiatives are effectively planned, implemented, monitored, and
evaluated. The Senior Manager is expected to respond prudently to situations containing sensitive information
while maintaining confidentiality and adhering to Privacy legislation and organizational policies to protect the
integrity of the Vice President, Programs and Services (VP, P&S) Office. As the right hand to the Vice President,
Programs and Services, this role takes a proactive approach to identifying priorities and critical tasks, ensuring that
initiatives within the VP, P&S office are effectively planned, coordinated, implemented, monitored, and evaluated.
The Senior Manager, Policy and Special Projects, also builds and maintains strong relationships with internal and
external stakeholders and can seek out and pursue new opportunities for collaboration and partnerships.
The Senior Manager, Policy and Special Projects, represents the VP, P&S Office in internal and external interactions,
with professionalism, integrity, decorum, responsiveness and approachability. A successful candidate should

opportunities through difficult situations. A successful candidate possesses strong written and verbal
communication skills, complemented by an understanding of quality improvement and versatility to support

What You Will Do:
Policy Development and Analysis
- Develop, review, and refine policy positions, briefing notes, discussion papers, and analyses for the Vice
President, Programs and Services.
- Monitor and analyze developments in public policy, legislation, regulation, funder requirements, and sector
trends relevant to homelessness, housing, health, mental health, justice, food security, employment, and
community services.
- Assess the implications of policy changes and external developments on Programs and Services operations,
service delivery, funding, risk, and organizational strategy.
- Provide strategic advice and recommendations to support decision-making, advocacy positions, operational
alignment, and organizational readiness.
- Support the development of internal policies, frameworks, and guidance documents that strengthen
consistency, quality, accountability, and alignment across the portfolio.
- Identify systemic issues, emerging opportunities, and areas requiring policy attention, escalation, or
organizational response.
- Ensure that all policy work is grounded in anti-oppression, equity, client-centered practice, quality improvement,
and the realities facing communities served by Fred Victor.
Strategic and Executive Support
- Support the Vice President, Programs and Services in advancing strategic priorities, executive work plans, special
initiatives, and cross-departmental objectives
- Coordinate with the Executive Assistant key meetings of the VP, P&S Office, including agenda development,
documentation, briefing materials, minutes, and follow-up tracking.
- Prepare high-quality summaries, briefing notes, presentations, and background materials for internal and
external audiences.

- Maintain organized systems for tracking priorities, commitments, deliverables, and actions emerging from the
VP, P&S Office.
- Keep abreast of contractual, funder, regulatory, and accountability requirements affecting Programs and
Services.
- Support stronger alignment between policy direction, service delivery expectations, performance monitoring,
and organizational priorities.

Participate in supervision, department, leadership, and all-staff meetings, as required.

Ensure privacy, confidentiality, and discretion are maintained in all aspects of the work of the VP, P&S Office
Project Management Activities
- Lead and coordinate special projects and strategic initiatives from planning through implementation and
evaluation

Ensure diligent completion of required tasks in a timely manner and when time-sensitive

Develop work plans, timelines, and project tracking tools that support successful execution of policy, strategy,
and operational priorities

Coordinate the people, tools, and resources required to support successful project execution.

Conduct research and environmental scans from a variety of sources to support organizational planning, policy
development, and strategic response.
- Draft reports, proposals, presentations, and implementation materials for or on behalf of the Vice President,
Programs and Services.
- Assess internal and external environments to identify and pursue initiatives that strengthen Programs and
Services and the work of the VP, P&S Office.
- Supervise student placements, consultants, contracted staff, or project-based resources, where applicable, to
enhance office capacity and advance strategic outcomes.
Stakeholder Engagement and Collaboration Activities
- Liaison with internal and external stakeholders to inform strategy, strategic and project planning,
implementation, and action plans
- Build and maintain effective relationships across teams, departments, sector partners, funders, and community
stakeholders to support collaboration and alignment.

Seek out, engage in, coordinate, leverage, and define collaborative opportunities

Design and support stakeholder consultation processes, feedback tools, and engagement approaches related to
policy and strategic initiatives.

Support the coordination of collaborative opportunities that advance the priorities of Programs and Services.

Assist in drafting communiques, position statements, and engagement materials from the VP, P&S Office for
Programs and Services staff, leadership, and external audiences.

Represent the VP, P&S Office in meetings, tables, and consultations, as appropriate.
What You Bring to the Team:
- University degree or relevant post-secondary education and experience in a related discipline (e.g., health
administration, quality improvement, economics, business administration, project management)
- Demonstrated Policy analyst skills, working with complexity, competing projects, and time-sensitive timelines.
- Advanced proficiency in computer skills for research, reports and presentation preparation, data analysis and
quick turn-around requirements (e.g., Word, Excel, PowerPoint, Outlook, virtual meeting mediums, social media,
and creative presentation software)
- 2-3 years of experience working in fast-paced environments with responsibility to deliver on
quality improvement reporting, project management, and stakeholder engagement activities
- 2-3 years of working with and supporting executive priorities
- Experience within a social service or community health care non-profit organization

Compensation and Benefits:
- For the Senior Manager, Policy and Special Projects, Fred Victor offers a salary range of $80,164.50 to
$100,191.00
- 4 weeks of vacation to start + 1 float day
