POSITION SUMMARY

The Manager, Capital Projects provides strategic direction and leadership for a comprehensive capital program, including the planning, design, and delivery of new school construction, major renovations, and facility renewal projects. This role is responsible for managing a large and complex portfolio of projects, ensuring delivery aligns with Board priorities, regulatory requirements, and long-term asset management strategies.

The role provides leadership to a multidisciplinary team and works collaboratively across departments to deliver high quality, fully functional learning environments that support student success and well being. The Manager also supports energy management and sustainability initiatives and contributes to long-term capital planning.

DUTIES AND RESPONSIBILITIES

  • Provides leadership for the planning, design, and implementation of capital construction projects including new schools, additions, and major renovations, ensuring projects are delivered on time, within budget, and in compliance with all applicable legislation, codes, and standards.

  • Ensures the effective delivery of capital programs by maintaining flexibility and responsiveness to changing priorities, risks, and emerging issues, minimizing disruption to school operations and protecting against safety, financial, and reputational risks

  • Develops and implements strategies, priorities, and long-term plans for capital renewal and growth, aligning with Board strategic priorities, enrolment trends, and Ministry funding frameworks.

  • Manages talent and financial resources to ensure they are being used effectively, including:

      • Preparation, monitoring, and forecasting of capital budgets and project expenditures
      • Oversight of project teams, including assigning work, setting priorities, and supporting professional growth through identifying appropriate individual goals and coaching
  • Leads procurement processes in collaboration with Purchasing Services, including the development of RFPs, tenders, and contracts for professional services and construction, ensuring compliance with legislation and Broader Public Sector (BPS) directives.

  • Designs and maintains effective organizational structures, systems, and processes to support project delivery, using data and performance metrics to drive continuous improvement.

  • Collaborates with internal departments to ensure capital projects support program needs, accessibility, equity, and inclusive design. Leads and supports sustainability and energy management initiatives, aligning with the Board’s environmental and energy conservation goals. Builds and maintains effective relationships with municipalities, consultants, contractors, Ministry staff, and other stakeholders.

  • Researches and provides analysis and recommendations to senior administration on capital planning, construction trends, regulatory changes, and best practices

EDUCATION

  • University degree or 3-year advanced college diploma in engineering, architecture, construction management, or a related field

  • Professional designation (e.g., P.Eng., OAA, CET) is considered an asset**.**

EXPERIENCE

  • Minimum of seven (7) years of progressive leadership experience in construction, capital planning, or facilities management, preferably in a public sector or education environment.

  • Demonstrated ability to coach and mentor leaders and create an excellent working environment.

  • Demonstrated ability to lead and develop high-performing teams in a complex, multi-stakeholder environment.

  • Strong financial and project management skills, including experience managing large capital budgets and multiple concurrent projects.

  • Demonstrated experience in procurement, contract management, and administration of construction projects.

  • Strong communication, problem solving, and decision-making skills.

  • Experience in a continuous improvement environment with the ability to adapt to changing priorities.

  • Commitment to equity, inclusion, and the creation of learning environments that support diverse student needs.

  • Knowledge of applicable regulations and legislation (i.e., Building Codes, Occupational Health and Safety Act, etc.).

  • Computer literacy (Microsoft Suite, other specialized applications).

Salary Range: $152,880 - $166,784
