Must have: Bachelor's degree in Information Technology, Business Administration, Engineering, Computer Science, or a related discipline Current PMP, PRINCE2, or another industry-recognized Project Management certification 10+ years of Project Management experience leading large-scale enterprise IT projects Proven experience managing complex, multi-year digital transformation and enterprise system implementation projects through the full project lifecycle Minimum 3 years of experience delivering IT projects within Government or Public Sector environments Extensive experience leading cross-functional project teams consisting of 10+ business, technical, vendor, and stakeholder resources Strong expertise managing project scope, schedule, budget, quality, resources, risks, issues, communications, and overall project governance Demonstrated experience coordinating with multiple Project Managers and Team Leads to manage project interdependencies and achieve program delivery objectives Proven ability to proactively identify, manage, and mitigate complex project risks, issues, dependencies, and change requests Experience managing enterprise projects involving multiple system integrations, including financial systems, mapping/GIS solutions, portals, legacy applications, and related technologies Strong experience facilitating project meetings, documenting outcomes, tracking action items, and reporting project progress to executive stakeholders Excellent communication, presentation, negotiation, stakeholder management, and executive reporting skills Experience supporting organizational change management, project communications, user training, and project documentation Experience implementing or modernizing Property Assessment or Property Valuation systems is highly preferred Experience working with Computer-Assisted Mass Appraisal (CAMA) systems is strongly preferred.
Role and Responsibilities: Lead assigned project delivery streams and ensure alignment of project teams with overall program objectives and delivery timelines Manage project scope, schedule, budget, quality, resources, communications, risks, issues, and dependencies to ensure successful project delivery Support the overall Project Manager and collaborate with other project leads to achieve program objectives and manage cross-project dependencies Coordinate with vendor Project Managers, technical leads, business stakeholders, and internal teams to remove roadblocks and deliver project milestones on schedule Develop, maintain, and update detailed project plans, schedules, milestones, deliverables, and resource allocations Monitor project progress and communicate schedule variances, risks, issues, and mitigation strategies to project leadership Facilitate project meetings, workshops, governance sessions, and steering committee meetings while documenting meeting minutes and action items Prepare and present regular project status reports, dashboards, executive briefings, and governance updates to senior leadership Maintain project governance documentation, RAID logs, decision logs, action registers, and project documentation throughout the project lifecycle Coordinate with internal and external stakeholders to ensure successful execution of project activities and delivery of project outcomes Identify project risks, issues, dependencies, and stakeholder concerns while implementing proactive mitigation and resolution strategies Support organizational change management initiatives, project communications, user documentation, and training material development Ensure compliance with established Project Management frameworks, governance standards, methodologies, and organizational delivery practices Collaborate with business teams, technical teams, vendors, and executive stakeholders to ensure project objectives are achieved within scope, schedule, and budget Drive continuous improvement by identifying opportunities to enhance project management practices, governance processes, and delivery methodologies Perform additional project leadership responsibilities and related duties as required to support successful program delivery.
