Job summary The Senior Environmental Specialist serves as an integral member of the Environmental Team and is responsible for managing environmental programs to ensure adherence to corporate policy of environmental responsibility and to meet compliance with numerous federal, state, and local regulations. Essential duties and responsibilities Models the mission, vision, values, and culture of the organization Responsible for the daily management of various environmental programs at the Rawhide Energy Station Manages the continuous emissions monitoring program which includes design, procurement, maintenance, calibration and testing of continuous emissions monitoring systems (CEMS) for parameters including nitrogen oxides, sulfur dioxide, carbon monoxide, opacity, mercury, and others as needed Monitors emissions and other operational parameters as needed for air permit compliance for generating resources including five natural gas combustion turbines and a coal-fired power plant Designs, coordinates, and provides overall management of vendor installations of new and updated monitoring systems Responsible for maintenance, calibration, data management and day-to-day operations of the meteorological monitoring system Prepares and assists with required quarterly and annual environmental compliance reports Coordinates stack testing including relative accuracy testing audits and implementing quality assurance and quality control plans Prepares annual budget items related to environmental programs Manages and maintains the solid and hazardous waste facility, which includes preparation and reconciliation of waste disposal manifests and operation of the waste disposal facility and satellite collection centers Independently prepares purchase orders and bid specifications for environmental consultants, testing companies, equipment suppliers, and contractors Provides technical support to environmental team members and other internal environmental programs as needed Serves as an on-site point of contact for the Environmental Compliance Department at the Rawhide Energy Station Coordination with various departments and management to support routine operations, projects, and environmental compliance assurance Manages environmental projects though all phases of project management including initiation, planning, execution, monitoring and closure Other functions Assists with the environmental data acquisition, reporting systems and compliance documentation and compliance monitoring database Assists in the development and review of operating instructions, monitoring plans, documentation, and correspondence Assists with agency rule making activities and inspections Assists with environmental permit applications and maintenance of the various environmental permits Reviews new chemical requests to assess environmental and compliance risks purchasing forms for any environmental concerns Performs training to staff for awareness and to meet regulatory requirements Performs other duties as assigned Knowledge, skills, and abilities Must be generally familiar with state and federal environmental statutes and their implementation Strong written and verbal communication skills Self-motivated, organized, flexible, and able to independently manage multiple tasks with shifting priorities Strong interpersonal and collaboration skills with the ability to work independently and as part of cross functional teams with internal and external customers Ability to occasionally work outside of normal work hours as necessary and respond to accidents and emergencies Qualifications Required education and licenses Bachelor’s degree in environmental science, electronics, engineering, other related technical field, or equivalent combination of education and experience Current valid driver’s license and ability to remain insurable under the vehicle liability policy DOT Requirements: Required non-DOT pre-employment drug screen and subject to random drug screening as a commercial motor vehicle (CMV) driver Required work experience Ten years of relevant work experience in operations, maintenance, or technical support for heavy industry (such as power generation, transmission, oil and gas, manufacturing consulting or a similar field). Five years experience with operations, troubleshooting, and repair of CEMS, instrumentation controls, electrical, or other complex systems at a power generating unit or similar industry Preferred education, licenses and work experience Experience with hazardous waste management and regulatory compliance Experience with CEMS at electrical generating units Experience with environmental and other government regulatory programs Experience leading and assisting with projects across functional groups Physical demands Moderate to considerable physical effort that includes working from ladders in awkward positions. Frequent use of light or medium weight objects (e.g., 25-50 lbs) and use of medium weight tools. Hazards Occasional hazards that are predictable or well protected against. Work environment Potentially exposed to hazardous conditions that my lead to workplace injury such as working in heights, exposure to fly ash or energized electrical equipment Pay Salaries are paid bi-weekly and are annualized below for reference. Factors that may be used to determine actual salary include special skills, years of experience, education, and certifications. Full range: $111,447 to $156,026 Hiring range: $111,447 to $133,846
