We are seeking an experienced Proposal Manager to lead the development of high-quality, client-focused proposals in a fast-paced, deadline-driven environment. Based in Vancouver, this role will work closely with cross-functional teams to manage proposals from initial opportunity through to submission, while also supporting broader pursuit and business development activities.

The successful candidate brings strong project management and writing skills, a collaborative mindset, and the ability to coordinate multiple stakeholders to deliver compelling, compliant submissions.

What you will do

Proposal Management

• Manage and lead the end-to-end proposal development process, from planning through to submission • Serve as the central point of contact for proposal teams, coordinating timelines, responsibilities, and deliverables • Analyze requirements and ensure all submissions are compliant, complete, and aligned with client expectations • Facilitate kick-off meetings, content development sessions, and review cycles • Write, edit, and refine proposal content to ensure clarity, consistency, and a strong client focus • Coordinate inputs from subject matter experts and ensure alignment across contributors • Oversee production and submission, including quality control, formatting, and final packaging

Pursuits and Opportunity Management

• Monitor and triage incoming opportunity leads through shared intake channels, ensuring timely review, distribution, and visibility across relevant stakeholders • Coordinate and facilitate opportunity intake discussions to support bid/no-bid decisions and align on pursuit strategy • Maintain tracking of opportunities from initial intake through active pursuit in centralized systems • Support pursuit execution for key strategic accounts (for example BC Government), including coordinating inputs, managing timelines, and contributing to submission readiness • Capture and share insights from proposal activity, including lessons learned, competitive positioning, and contributing to post-submission debriefs

Collaboration and Continuous Improvement

• Work closely with internal stakeholders to shape value propositions, win themes, and response strategies • Collaborate with marketing, creative, and business development teams to strengthen submissions • Identify opportunities to improve proposal processes, tools, and templates • Contribute to knowledge sharing across the proposal and pursuit community • Leverage emerging technologies, including AI-enabled tools, to improve proposal development efficiency, support content drafting and editing, and enhance quality and consistency

What you bring to the role

• Minimum 5+ years of experience in proposal development, pursuits, or business writing within a deadline-driven environment • Strong project management skills, with the ability to manage multiple concurrent deadlines • Excellent writing, editing, and communication skills • Experience working with cross-functional teams and senior stakeholders • High attention to detail and strong quality control discipline • Ability to work independently and proactively in a fast-paced environment • Strong organizational and prioritization skills • Collaborative, team-oriented approach • Solutions-focused with a strong sense of ownership • Adaptable and comfortable working under tight timelines • Detail-oriented while maintaining a big-picture perspective KPMG Ontario Region Pay Range Information The expected base salary range for this position is $74,000 to $90,000 and may be eligible for bonus awards. The determination of an applicant’s base salary within this range is based on the individual’s location, skills & competencies, and unique qualifications.
