Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. The Ontario Line subway project is seeking a Vice President, Rolling Stock & Systems to lead a diverse team that has oversight of technical, civil and systems design, as well as construction and implementation of the scope under the Ontario Line’s Rolling Stock, Systems, Operations and Maintenance (RSSOM) contract. The Vice President will be accountable for ensuring designs and construction are compliant, safe, and meet the delivery needs of the project, while also ensuring cost efficiency and control.
RSSOM serves as the central integration contract across the Ontario Line project, designing and constructing the operations, maintenance and storage facility, and designing, supplying, operating and maintaining the rolling stock and all track and systems, including communications and automated train control.
This role is an in‑office position based at our 2 Queen Street East location. Our team is highly collaborative, and much of our work benefits from in‑person co‑creation, relationship‑building, and hands‑on partnership with leaders across the organization.
What will I be doing?

Delivers project from design and construction through to commissioning and bringing in to service on budget and on schedule, in accordance with good project management and construction practices.

Acts as the Contracting Authority Representative for the RSSOM contract, serving as the accountable lead with signing authority, directly managing the relationship with the Project Company and ensuring contractual obligations, performance requirements, and risk allocations are effectively administered and enforced.

Navigates governance processes across the RSSOM contract and within the Ontario Line project, ensuring issues and decisions are brought forward appropriately, approvals are obtained, and direction is sought to support project delivery.

Ensures compliance with Metrolinx and other related design standards and applicable municipal, provincial and federal codes.

Manages complex project issues and risks, facilitates effective conflict resolution, and communicates with internal and external stakeholders and manages their expectations.

Prepares and monitors strategic goals and objectives, including engineering, design review, technical performance specifications, construction and delivery of civil works, implementation of systems including fully automated train control, project schedules, resource prioritization, and staffing requirements.

Provides strategic advice to the Executive Vice President, Ontario Line, and the Metrolinx Senior Management Team on all RSSOM project matters.
What Skills and Qualifications Do I Need?

Minimum of 15 years of progressive experience in capital project management and implementation, including at least five years of experience managing large, complex, multi-year transit projects

Completion of a degree in Engineering /Architecture/Planning or a related discipline – or a combination of education, training, and experience deemed equivalent.

Registration as a Professional Engineer (P.Eng.) in the Province of Ontario or Architect (O.A.A) in the Province of Ontario is an asset.

Experience with P3 contracts is required.

Project management and coordination skills to provide senior leadership and oversight to staff and project teams within budget and schedule restraints and monitor project performance against business objectives.

Comprehensive knowledge and understanding of construction engineering, construction processes and value engineering.

Leadership skills, including interpersonal, presentation, communication, negotiation, and consensus building, and ability to manage a diverse group of project specialists and consultants to accomplish the goals of the agency within established scopes, schedules, and budgets.
