To help us continuously execute and sustain our most critical enterprise-wide initiatives, we are looking for a high-caliber IT Project Manager to join our Corporate Information Technology (CIT) team. What is the Opportunity? Reporting directly to the Director, Corporate Information Technology, this permanent full-time position is designed for an established leader who can step in, take immediate ownership of our most complex digital investments, and guide them through long-term maturity. This is a vital role where you will be a primary driving force behind projects that align with the City’s Digital Strategy and Target IT Operating Model. In this role, you will bridge the gap between technical teams, external vendors, and business owners. You will ensure that every approved technology investment is delivered with precision, risks are mitigated before they become issues, and organizational change is handled with care to ensure the long-term, sustainable success of our software and infrastructure ecosystem. What will you do? In this fast-paced, high-impact role, you will be the primary lead for enterprise-level IT delivery. You will: Lead the full lifecycle of complex digital initiatives, from initial project charters and budgeting to final execution, deployment, and closure. Apply formal project governance to ensure all initiatives move smoothly through intake and approval while complying with security, privacy, and procurement standards. Act as a strategic partner to business owners across the city, translating their operational needs into executable technical projects. Oversee the work of external vendors and system integrators to ensure their deliverables meet the City’s high standards for quality, cost, and timeline. Coordinate internal and external resources to maintain delivery continuity and maximize our team’s capacities. Lead the change enablement process by coordinating training and communications to ensure new technology is seamlessly adopted and embraced by staff. Identify and mitigate operational risks associated with technology change, keeping project sponsors informed of potential impacts and mitigation strategies. Evaluate project outcomes and lessons learned to continuously refine our delivery standards and continuous improvement practices. Who you are? You are a "systems thinker" who is future-focused, proactive, and values long-term organizational health. You bring: A bachelor’s degree in information technology, Computer Science, Business Administration, Public Administration, or a related field. A minimum of five (5) years of progressively responsible experience delivering complex, enterprise-level IT, infrastructure, or technology-enabled digital projects. A deep understanding of project management methodologies, with a PMP or equivalent designation preferred. Strong knowledge of risk management, procurement policies, corporate governance frameworks, and change management principles. A proven ability to influence key decision-makers and successfully navigate a dynamic environment with competing urgent demands. Advanced communication, presentation, and report-writing skills, with the confidence to clearly communicate project statuses and budgets to senior leadership and committees. A highly collaborative approach to leadership, with demonstrated experience managing vendor deliverables, performance, and contract oversight. An ITIL certification, Change Management certification, or previous experience working in a public sector or similarly regulated environment would be considered a significant asset. What we Offer?
