Project Manager, Capital Construction

What you'll do

Capital Construction, within Project Delivery, is responsible for overseeing a $4B contract portfolio comprising more than

2,000 active contracts. The Capital Construction Group safely delivers large, multi-disciplined, complex high-risk projects

that span multiple years. The group adheres to well-developed standards, has developed and maintained outstanding

supplier partnerships as well as stakeholder and First Nations relations. Through continuous improvement of our people,

processes, and tools, we are responsible for all aspects of the safe construction of capital transmission and generation

projects.

This position reports to the Director Capital Construction.

The Project Manager, Capital Construction Safety role provides senior-level safety leadership while supporting the planning

and execution of capital construction projects. The position is accountable for embedding safety excellence into all phases

of project delivery while contributing to core project management functions such as risk management, coordination, and

reporting.

The candidate acts as a trusted advisor to Senior Management, field personnel, staff and contractors, influencing project

performance in complex, multi-employer construction environments.

Key Accountabilities:

  • Provide support across capital construction projects, ensuring alignment with BC Hydro’s Safety Management System

(SMS), Life Saving Rules, and Safety-First culture.

  • Lead the development, implementation, and sustainment of Capital Construction programs and initiatives, including

contractor safety, and high-risk work controls.

  • Liaise with Field Safety Assurance to interpret and apply occupational health and safety legislation (e.g., WorkSafeBC),

standards, and BC Hydro internal safety program requirements in complex construction settings.

  • Support incident investigations and corrective action planning, ensuring timely, accurate reporting and learning integration.
  • Support incident reviews with senior leaders during Senior Safety Incident Review processes.
  • Provide oversight and support for the Contractor Safety Program implementation, including performance recognition and

corrective action recommendations.

  • Support the planning and execution of medium-risk capital projects in accordance with the Project Management

Framework.

  • Coordinate cross-functional teams including safety, contractors, and external stakeholders.
  • Monitor project progress to identify and mitigate schedule, resource, and safety risks.
  • Prepare status updates, safety reports, and recommendations for project leadership and senior management.
  • Support change management activities and stakeholder engagement throughout the project lifecycle.
  • Lead the development, implementation, and monitoring of the Project Delivery Annual Safety Plan, including KPIs,

resourcing, and performance reporting.

  • Develop and oversee Key Safety Persons (KSP) programs, including role clarity, training plans, and performance

expectations.

  • Lead and facilitate Capital Construction focused forums, training sessions, and employee onboarding and bootcamps (e.

g., Prime Contractor, Qualified Coordinator.

  • Participate in cross-portfolio initiatives such as the First Nations Contractor Program and industry engagement efforts.
  • Identify gaps in systems, program implementation, or training and partner with Learning & Development to address them.

What you bring

  • Completion of a diploma from a recognized institute of technology in Occupational Safety and Health plus 4 years of field

level safety experience in a trade/technical environment; or Completion of a certificate from a recognized institute of

technology in Occupational Safety and Health plus 5 years of field level safety experience in a technical/trade environment.

  • In-depth knowledge of applicable safety legislation and regulations and experience dealing with regulators.
  • Construction site safety management and risk management experience required (5+ years of industrial experience),

ideally in a power system utility or oil and gas sector.

  • Working knowledge of analytical measures and tools.
  • Strong working knowledge of the following: contract management, operations management, procurement, and

engineering.

  • Demonstrated ability to provide leadership and technical direction to construction professionals.
  • Strong understanding and knowledge of construction methods.
  • A variety of educational profiles may apply; assets would include trades designation, PMP, CRSP, P. Eng. or related.
