Responsibilities

PRIMARY PURPOSE

Oversees the Facilities Maintenance Programs. Assists the department in planning, managing, executing, and controlling assigned maintenance programs to support the Skytrain system maintenance in ensuring all assets are maintained in a state of good repair. These programs support necessary preventative maintenance/upgrades for all building systems with a focus on the structural integrity program. This role ensures the successful delivery of programs as per program management standards, governance, and procedures.

Key Accountabilities

Plans and oversees the end-to-end delivery of assigned programs, primarily consisting of structural station works, but extending to other programs as required.

Develops and implements program deliverables, creating business case/justifications and work methods. Defines project scope, deliverables, and requirements for tendering to market.

Assists the manager in determining resource and budget requirements, cost estimates, and timelines. Accounts for year over year forecasting of inflationary changes in the market.

Leads the execution and implementation of the strategy, in collaboration with the program stakeholders. Identifies program risks and develops and implements mitigation and contingency plans. Studies and documents previous program risks and program plans for future decision making.

Monitors program project delivery against timelines and ensures timely completion. Oversees the activities of program team members (contractors and staff)and monitors program task completion.

Ensures on-going requirements for day-to-day site coordination with operations, planning and scheduling, supervisors, and staff. Carries out regular inspections of the work in progress at field locations.

Oversees and ensures compliance with Prime Contractor requirements where applicable under the WorkSafeBC guidelines and regulations. Ensures programs are delivered on within scope, budget, and requirements, and complies with all regulatory, environmental and health and safety requirements.

Chairs various program meetings with various internal and external parties providing updates on changes, additions, progress, program risks and/or conflicts.

Presents and reports program progress, risks, expectations, timelines, milestones, and key project metrics to stakeholders.

Resolves issues and escalates for decision making as required, manages stakeholder expectations, and ensures stakeholder satisfaction.

Delivers other duties related to the job, as assigned, which do not affect the value of the job.

Qualifications

EDUCATION & EXPERIENCE:

The competencies of this position would be acquired through completion of Diploma or equivalent training in in architectural technology, construction technology, facilities management or equivalent plus 7 years of work experience. Minimum five (5) years of project management experience is required.

Other Requirements

Experience with complex projects.

Broad knowledge of all aspects of construction and building maintenance.

Solid ability to deliver programs on-time, on-budget, within specifications and in-compliance with all requirements including but not limited to regulatory, environmental, health and safety requirements.

Considerable knowledge of the principles, practices, methods, materials, and equipment applicable to building support services work; of the rules, regulations, standards, policies, and processes governing the work, as well as sound knowledge of mechanical, plumbing and buildings systems and of general building structures and components.

Solid ability to develop and manage program budgets.

Solid ability to mitigate and manage program risks.

Advanced ability to influence, persuade and negotiate to achieve desired outcomes.

Advanced ability to develop and maintain relationships with program stakeholders.

Advanced knowledge of the principles, theories, concepts, and practices of program/project management.

Advanced analytical thinking and problem-solving skills, to resolve critical and high impact issues.

Ability to read and understand drawings and specifications.

Ability to manage vendor relationships and performance.

A continuous improvement and quality mindset along with a desire to continuously seek and incorporate best practices and technologies to optimize program delivery.

Computer proficiency in MS Office application Microsoft 365, including MS Project, Excel, Outlook, along with ability to learn new applications and company specific applications/systems.

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. Rate of Pay

The salary for this position ranges from $84,480 - $126,720 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
