The Emergency Health Program Management and Delivery Branch, Business Support and Change Management Office is seeking a Senior Program Advisor to play a key role in shaping system-level policy and oversight within Ontario's emergency health telecommunications sector. This position offers a unique opportunity to make a real and visible impact on first responders and ambulance communications professionals working in a fast-paced, high-intensity 9-1-1 environment.
In this role, you will lead complex, province-wide initiatives that influence how emergency health telecommunications are overseen, coordinated, and delivered. You will work at the intersection of research, analysis, and strategy development, conducting jurisdictional scans, assessing emerging issues, and translating evidence into practical recommendations that inform senior leadership decision-making and frontline realities to make change.

About the job
In this role, you will:
- Provide expert advice to senior leaders on how Ontario's emergency health and air ambulance programs should be overseen, improved, and aligned with government priorities.
- Lead complex projects and initiatives that strengthen accountability, performance monitoring, and system oversight across emergency health and ambulance communications services.
- Work closely with partners, including ambulance communications, the air ambulance service provider, central agencies, and ministry colleagues, to identify issues, manage risks, and solve problems.
- Analyze data, research best practices, and monitor performance to identify gaps, emerging issues, and opportunities for system-level improvement.
- Prepare clear, high-quality briefings and recommendations that help decision-makers understand risks, options, and impacts on frontline emergency health services.
What you bring to the team
Strategic Policy and Program Leadership
You have:
- experience providing strategic policy and program advice that supports decision-making and aligns with government and ministry priorities.
- the ability to assess complex program and policy issues and develop clear, evidence-based options and recommendations for senior leadership.
- demonstrated judgement in advising on program design, oversight, and improvement, balancing operational realities, risks, and long-term system impacts.
Project Management
You have:
- led complex, multi-stakeholder initiatives or projects, setting direction, managing priorities, and delivering results in dynamic and high-profile environments.
- demonstrated project management expertise, coordinating workplans, monitoring progress and risks, and ensuring initiatives are delivered on time and aligned with strategic priorities.
Research, Analysis, and System Performance Oversight
You have:
- the ability to translate complex issues, data, and evidence into clear options and recommendations that inform senior leaders and drive meaningful change.
- experience leading or conducting in-depth research and analysis, including jurisdictional scans and trend analysis, to assess program effectiveness and identify system-level risks and opportunities.
- the ability to monitor and evaluate program and service performance.
Stakeholder Partnership and Collaboration
You have:
- experience building and maintaining strong working relationships with internal and external partners, working collaboratively to align interests, address issues, and advance shared objectives.
- demonstrated the ability to navigate complex and sensitive stakeholder environments, facilitating discussions, managing differing perspectives, and contributing to effective and timely resolution of issues.
