As the Leader, Facility Portfolio Strategy and Planning, you will provide leadership for the strategic planning and optimization of The City's corporate facility portfolio. You will work across service lines to translate evolving service needs into integrated portfolio strategies and prioritized capital investments, ensuring facilities support growth, enable effective service delivery, and deliver long-term value for citizens.

This role is responsible for shaping portfolio strategy, guiding capital project development, and enabling informed investment decisions that position the City's facility portfolio to meet future service, financial, and regulatory requirements. Responsibilities include:

  • Provide corporate leadership for the strategic planning and optimization of the corporate facility portfolio, ensuring alignment with long-term service, financial, and growth objectives.
  • Lead the integration of service delivery requirements into portfolio strategies, translating organizational needs into prioritized capital programs and investment pipelines.
  • Establish and oversee portfolio performance and risk management frameworks to support data-informed decision-making and long-term asset sustainability.
  • Direct portfolio governance and investment processes, enabling effective prioritization, trade-off decisions, and alignment with corporate planning and budgeting cycle processes.
  • Influence capital allocation and funding decisions to optimize facility lifecycle value, operational efficiency, and service outcomes.
  • Provide strategic direction for corporate real estate and asset management approaches, including acquisition, disposition, leasing, and reinvestment strategies.
  • Lead the development and stewardship of enterprise policies, frameworks, and planning methodologies that support consistent and integrated facility portfolio management.
  • Ensure the effectiveness of governance systems, data, and analytics in enabling transparent, evidence-based portfolio and investment decisions.
  • Lead and develop a high-performing, multidisciplinary team, building organizational capability in portfolio planning, strategy, and capital development.
  • Oversee external partnerships and consultant delivery to ensure alignment with strategic objectives, industry best practices, and expected outcomes.

Qualifications

  • A degree in Real Estate, Facilities Management, Engineering, Planning, Architecture, or related discipline with more than 10 years of experience in corporate real estate planning, urban and development planning, strategic planning and/or facility portfolio management.
  • A professional designation in Architecture (AAA) or Planning (MCIP, RPP), is required.
  • A professional designation in Certified Facility Manager (CFM) or a Master Corporate Real Estate (MCR), Program Management Professional (PgMP), Portfolio Management Professional (PfMP), or Project Management Professional (PMP) designation is considered an asset.
  • At least 3 years of previous direct supervisory experience is a requirement.
  • A master's degree in a related field or an MBA will be considered an asset.
  • Preference will be given to those with experience in governance, process, and data system design and implementation oversight.
  • The successful candidate will possess:

    • Well-developed political acumen and organizational sensitivity with the exceptional ability to communicate, influence others and collaborate across the organization to bring about change.
    • Critical thinking and ability to coach direct reports in developing approaches to identify and resolve issues, analyze material, and respond to emerging challenges.
      Comfort with ambiguity, a range of related experience, optimistic ambition and a passion for excellence.
  • Equivalent combinations of experience and education may be considered.

Workstyle

  • This position may be eligible to work from home for at least part of the time as one of several flexible work options available to City employees. These arrangements depend on the operational requirements of the role, employee suitability, and are subject to change based on operational needs and corporate direction.
