The salary range for this position is:
- Recruitment range: $69,052 - $76,129 starting salary determined by the PEA Collective Agreement.
- Performance range: $89,791 salary range ceiling is available through annual performance increases.
Job Summary
Mandate:
Within the Office of the Vice President Research and Innovation, Animal Care Services (ACS) supports students, researchers and society by providing excellence in care to all species of animals involved in research and teaching at UVic. Working under the Canadian Council on Animal Care's (CCAC) policies and guidelines, ACS provides housing facilities and services for animals, including veterinary and diagnostic services, and training and expertise in laboratory animal medicine.
Recognizing the inherent sensitivities around research with animals, all ACS team members are expected to uphold the highest standards as they relate to ethical research, standard-of-care principles and confidentiality. This role acts as a representative of the ACS department and is expected to demonstrate the highest level of professionalism at all times.
Reporting to the Veterinary Director, the Animal Ethics Coordinator (AEC) leads coordination of the Animal Care Committee (ACC), provides expert advisory support to the Veterinary Director and the wider UVic research community, and oversees the work of the Animal Ethics Assistant (AEA). The AEC works closely with the ACC Chair and the Veterinary Director, as well as the AVPR, to ensure that ACC activities are effectively coordinated and that ACC decisions, as they relate to research ethics, are implemented, documented, and communicated in accordance with CCAC requirements at UVic.
Objectives:
- To provide guidance and regulatory oversight for the Animal Use Protocol (AUP) process, ensuring timely and compliant review of all submissions
- to lead the preparation and submission of regular and interim CCAC reports and manage all aspects of coordination for CCAC on-site assessments
- to oversee the work of the AEA and support continuous improvement of processes to meet evolving institutional and CCAC requirements
- to serve as the primary regulatory resource for investigators, instructors and ACC members regarding animal care ethics requirements and updates.
Job Requirements
The position requires completion of an undergraduate diploma or degree in a relevant field (e.g. life sciences, biology, animal health technology, or public administration) and a minimum of four years of experience in animal care administration, regulatory compliance, or program coordination, in an academic, research or scientific environment. Registration as a Veterinary Technologist (RVT) or equivalent professional credential, or project management certification, may be considered in lieu of or in addition to formal education requirements. An equivalent combination of education and experience may be considered.
Experience must include:
- Coordinating animal care or research ethics programs in a regulated academic, research or scientific environment
- Applying or administering animal care standards, guidelines or codes of practice (e.g. CCAC, NFACC, or equivalent)
- Coordinating or supporting committee processes, including preparation of meeting materials, documentation and stakeholder communications
- Developing or implementing policies, procedures or guidance materials for researchers, faculty or technical staff
- Supervising, leading or mentoring staff or project teams
Knowledge requirements include:
- In-depth knowledge of CCAC standards and the regulatory framework governing the ethical use of animals in research, teaching and testing in Canada
- Knowledge of animal health and welfare principles as applied in a research or institutional setting; RVT or equivalent technical background is an asset
- Familiarity with national animal care codes and standards development (e.g. NFACC codes of practice) is an asset
- Knowledge of research administration policies and procedures in a university or regulated environment
- Familiarity with RAIS or comparable research administration information systems
- Working knowledge of standard office software (MS Office: Word, Excel, Outlook, PowerPoint, SharePoint)
Competency requirements include:
- Strong coordination and program management skills, including demonstrated ability to manage complex regulatory processes, manage competing priorities, and deliver results with limited oversight
- Strong written and oral communication skills, including the ability to prepare regulatory reports, policy documents and sensitive correspondence, and to adapt communication style for diverse audiences including researchers, committee members and external agencies
- Excellent analytical and critical thinking skills, such as ability to identify compliance gaps, assess risk, synthesize information from multiple sources, and develop sound recommendations
- Build relationships, including to: promote collaboration and partnership across the research community and with external regulatory bodies; engage effectively with faculty, ACC members, and institutional stakeholders at all levels
- Provide excellent service; the ability to deliver reliable and responsive support that advances institutional compliance and builds confidence in the ACC program
- Make informed decisions and exercise sound judgment in interpreting and applying regulatory requirements; navigate ambiguous or sensitive situations with professionalism and discretion
- Commitment to valuing diversity and contributing to an inclusive and respectful working and learning environment Remain agile and ability to adapt to evolving CCAC requirements, institutional priorities, and technological change
