About the role

OVERVIEW

Reporting to the Managing Director, AT, the Senior Manager, Operations - NB is responsible for the development and establishment of a recycling common collection system and post-collection system in NB under Provincial Extended Producer Responsibility legislation. This will include leading the development of procurement documents and performance requirements, leading tendering processes, and negotiating and managing relationships with key service providers. Additionally, the Senior Manager will oversee NB operations including managing performance, contract compliance, data, audits and troubleshooting day to day operational challenges. The Senior Manager will liaise internally including working closely with the National Operations, Communications, Customer Service, Procurement, and Service Provider teams. Other responsibilities include managing relationships with key stakeholders including presenting at information sessions, supporting other Atlantic Canada Operations initiatives and collaborating on innovation and technological improvements with the National Operations team.

This position requires residency in New Brunswick, Canada, with the ability to travel and full fluency in French and English.

RESPONSIBILITIES

1. Collection and Post-Collection Networks and Contract Management

  • Develop subject matter expertise on the regulatory requirements associated with the Stewardship Plan and the NB Designated Materials Packaging and Paper Regulations.
  • Lead the establishment of a PPP recycling common collection system and post-collection system in NB with sufficient capacity to meet program plan and budget targets.
  • Identify, develop, and implement strategic partnerships with key service providers including collection, processing, and down-stream end markets.
  • Working closely with Procurement, support the procurement process including through the development of procurement documents, evaluation, and award.
  • Negotiate with service providers including establishing scope of work, soliciting quotes, reviewing commercial terms, and executing agreements.
  • Working with the National Team, develop and implement processes to direct materials from CM's post-collection value chain to CM's Producers.
  • Lead contract administration duties including onboarding new service providers, data management, and coordinating contract changes including liaising with Procurement and Service Provider Reporting.

2. Oversee Collection and Post-Collection Services

  • Lead the quality and timely delivery of collection and post-collection services.
  • Support Promotion & Education and Customer Services initiatives, including liaising with the Communications team.
  • Establish quality management and continuous improvement systems to analyze and evaluate the effectiveness and efficiency of collection and post-collection services, including monitoring service providers’ performance against contracted performance metrics.
  • Actively identify opportunities for innovation, improvements in delivery standards, increased operational efficiencies, reduced residue, higher recovery rates, higher commodity revenues and more materials directed from CM's post-collection system to Producers.
  • Support Producer material access program requirements as needed.

3. Relationship Management

  • Monitor CM's relationships with key stakeholders within the collection and post-collection system, escalating issues to the Managing Director as appropriate.
  • Monitor CM's relationships with contracted service providers to identify and manage risks, anticipate, and resolve issues and manage disputes, escalating issues to the Managing Director as appropriate.

4. Management

  • Hire and oversee a team of managers and specialists to ensure the effective fulfillment of objectives assigned to them while ensuring flexibility to move swiftly in response to unplanned operations challenges and opportunities.
  • Mentor, coach and manage the performance of direct reports, ensuring succession planning strategies to mitigate service disruptions.
  • Lead team development and staffing levels by collaborating with the HR support team.
  • Actively participate in the development of a well-researched and planned annual operations budget to support forecasted operation activities and initiatives.
  • Prepare accurate, timely and data driven reports (e.g. field service activity) as tasked.

5. Other Duties

  • Collaborating and supporting initiatives in other jurisdictions and with the National Operations team.

  • Attendance at stakeholder events and third-party meetings.

QUALIFICATIONS

Education

  • Bachelor’s degree, college diploma or equivalent PPP recycling management experience in a related field is required.

  • Continuing education and professional development in project management is an asset.

  • Trained in the practical and advanced use of applicable software or related technological tools.

Experience

  • 5+ years progressive experience leading recycling collection systems including specifications, operating standards, performance metrics and performance outcomes.

  • 5+ years demonstrated knowledge of post-collection residential recycling systems including primary and secondary processing, downstream processing, commodity markets, material and equipment specifications, operating standards and material audit specifications.

  • Advanced knowledge of procurement and/or contract management experience gained through 5+ years hands on experience.

  • 7+ years' experience as the decision maker related to procurement, contract management and vendor relations.

  • Must be bilingual in both English and French.

  • Proficient in Microsoft Office 365, SharePoint, MS Teams, Microsoft Excel, and Jira.

  • Excellent interpersonal, influencing and negotiation skills, with strength in tactfulness and diplomacy.

  • Experience working with a variety of distinct stakeholders including senior executives, service providers and municipal representatives of all levels.

  • Builds relationships and teams with collaborative and respectful interpersonal skills.

WORKING CONDITIONS

Working Hours

  • All CM employees work 40 hours per week.

  • This role requires field work; therefore, coverage is required between 8:00AM and 4:00PM ET.

  • Extra or flexible hours may be required on occasion. The role requires a flexible schedule, with periods of uneven workload, and may involve overnight travel to sites throughout Ontario.

  • Remote and field work are required, including on-site field studies and in-person meetings as needed.

  • Remote working environment with the ability to travel as needed.

Travel

  • Requires travel within Atlantic Canada to meet with collection, transportation and processing partners and conduct site inspections.

  • A valid driver’s license is required.

PAY TRANSPARENCY

Expected Compensation:

  • An annual base salary in the range of $105,000 to $125,000
