Position Overview: Reporting to the Manager, Resource Management Office (RMO), the Resource Manager leads end-to-end resource management for a consulting delivery organization, ensuring the right people are assigned to the right work at the right time. Operating within a multi-team IT services organization, this role requires someone who can navigate a complex, matrixed environment with multiple practice areas, delivery teams, and technical disciplines all competing for shared resources. This is a mid-level position for someone who already understands the fundamentals of resource management and is ready to bring both operational discipline and sound business judgment to a fast-paced environment. You will work closely with IT project managers, practice leads, and the broader operations team to forecast demand, manage capacity across technical disciplines, and optimize how talent is deployed across the organization. Key Responsibilities:
Resource demand & intake management: Own the resourcing intake process for project delivery and pre-sales (as applicable), validate requirements (skills, timing, location, clearance), and confirm prioritization with stakeholders. Capacity planning & forecasting: Maintain short- and long-range forecasts of demand and supply (bench, booked, tentative, proposed) and provide scenario plans to support delivery readiness and hiring plans. Assignment & scheduling: Match consultants/architects/project managers to engagements based on skill fit, availability, utilization targets, client constraints, and development goals; confirm assignments and maintain an accurate schedule. Utilization & performance reporting: Track utilization, billability, and bench metrics; identify trends and risks; create regular reporting and executive-ready insights. Conflict resolution & escalation: Proactively identify over-allocations, gaps, and priority conflicts; facilitate trade-offs with Practice Leads and Delivery Leadership; escalate issues with clear options and recommendations. Third-party and contractor resourcing: Coordinate contractor/partner sourcing when internal capacity is unavailable; support onboarding, rate alignment, and assignment governance in collaboration with procurement/legal/finance. Third party invoicing and processing as required. Stakeholder partnership: Build strong working relationships with Sales, Delivery, Practice/Capability Leads, PMO, People & Culture, and Finance to align staffing decisions to deliver quality and financial outcomes. Resource data stewardship: Maintain accurate skills profiles, rates, availability, and location data; drive compliance on consultant profiles and readiness information. Governance cadences: Lead weekly/bi-weekly resourcing meetings and periodic executive interlocks to review pipeline, staffing risks, and actions (hiring, training, redeployment, subcontracting). Proven ability to collaborate across functions and communicate effectively with project managers, operation leads, and senior stakeholders. Relationship Management: Act as a liaison between staffing needs and project managers, fostering positive relationships within a matrixed organization.
Skills & Qualifications:
5–8+ years of experience in resource management, workforce/capacity planning, delivery operations, or PMO/PSA operations within IT professional services/consulting. Proven ability to manage competing priorities and make sound staffing decisions in a fast-paced, client-driven environment. Strong analytical skills with experience turning data into actionable insights (utilization, capacity, pipeline, forecasts). Ability to interpret data, spot trends, and translate insights into clear recommendations. Working knowledge of resourcing and project delivery concepts (SOW/MSA context, rates, margin drivers, project schedules, skills matrices). Business acumen and the ability to factor commercial considerations — including profitability and utilization targets — into day-to-day decisions Apply a commercial lens to resourcing decisions, balancing project profitability, utilization targets, and staff development needs High degree of discretion and professionalism due to confidential staffing and people-related information. Experience resourcing across multiple practices (e.g., Modern Workplace, Cloud, Security, Network, Data, PMO) and multiple provinces/time zones. Experience managing vendor/partner staffing models and contractor performance in a consulting environment. Experience with resource management/PSA tools (e.g., KantataSX, Project Manager software or similar) and strong Microsoft Office Suite (especially Excel, PowerPoint) skills, and data visualization tools; Power BI/SharePoint reporting is an asset. Exceptional communication, facilitation, and negotiation skills; ability to influence at all levels, including senior leadership. Post-secondary diploma/degree in Business, Human Resources, Operations, Project Management, IT, or equivalent practical experience.
