Manitoba is responsible for the delivery of clinical and public health services for residents of three Swampy Cree Tribal Council First Nations and adjacent communities of:

Misipawistik Cree Nation - Town of Grand Rapids
Health services in these areas are provided via three provincial nursing stations and are the primary point of care for more than 5,000 northern Manitobans. The stations provide urgent care, primary and public health services from prenatal to end of life, and emergency triage and transfer of patients requiring tertiary care. The Population and Public Health Services Branch is responsible for clinical resources, strategic administration, programming, and operations for these stations.
Duties:
As a member of the department’s management team, the Director is responsible for leading strategic administrative and operational policy and planning, managing facility assets, procurement, logistical practices, and human and financial resource oversight. The Director leads complex projects that require diplomacy, cultural-awareness, tact and political acumen, and an understanding of health care service delivery in remote/isolated Indigenous communities. The Director may be assigned to related priorities within the branch and will be expected to provide advice and support to the Clinical Director, Executive Director, Assistant Deputy Minister and Deputy Minister, as required.

Qualifications:
Essential:
- Post-secondary degree in public administration, business administration, health or social sciences. An equivalent combination of education, training and experience may be considered.
- Management experience, including applying human and financial resource practices.
- Excellent political acumen and an ability to exercise diplomacy and tact in dealing with confidential and politically sensitive materials and situations.
- Experience identifying potential operational impacts, synthesizing complex issues for senior and executive leadership, making recommendations, and influencing decision-making.
- Strong interpersonal skills with the ability to develop and maintain relationships with internal and external partners including executive management, senior officials, and Indigenous governments.
- Knowledge of issues and challenges facing remote northern and/or isolated communities.
- Strong organizational and project management skills to plan, implement, monitor, and manage change.
- Experience leading complex initiatives and projects, including stakeholder/partner engagement translating strategic priorities into clear operational and business plans and measuring success.
- Strong financial acumen demonstrated through managing budgets and resources.
- Experience and strong understanding of financial cycles, policies, and levels of delegated authority including approval processes, procurement practices (tendering, evaluation strategy, supplier selection, negotiations, contract award, and contract management)
- Experience leading process/quality continuous improvement initiatives, providing innovative solutions to challenges, a demonstrated ability to create an organizational environment that fosters and embraces change.
- Strong knowledge of First Nations, Métis, and/or Inuit history, experiences, and current events
- Experience building relationships with Indigenous people and implementing the principles of reconciliation
- Excellent verbal and written communication skills to manage sensitive discussions with diverse partners and organizations.
Desired:
- Experience working within a health care/clinical setting in a northern, rural and/or Indigenous community.
