Why is this role important?

The Manager, Pharmaceuticals Data Development leads a multidisciplinary team to plan, deliver and modernize pharmaceuticals data and information that inform health system decision making across Canada, including CIHI's support of the National Strategy for Drugs for Rare Diseases. The Manager combines strategic leadership, program and project management, methodological oversight and stakeholder engagement to ensure portfolio products and outputs are delivered on time, within budget and to CIHI’s standards for data quality, privacy and reproducibility. To be successful in this role, the Manager will closely collaborate with the Manager, Pharmaceuticals Data Management. Experience with pharmaceuticals data and stakeholders is an asset.

What you'll do

  1. Lead and develop a high-performing multidisciplinary team, promote a culture of accountability, innovation, learning, continuous improvement and service excellence through coaching and providing/soliciting effective performance feedback.
  2. Provide strategic planning and day-to-day management for assigned portfolio(s), ensuring alignment with assigned budget, branch objectives, and corporate priorities.
  3. Develop and monitor budgets, operational and strategic plans and project management artefacts (e.g. project charters, risk/issue registers) as applicable to the assigned portfolio.
  4. Lead the development and maintenance of analytics, information products, tools, measures, and indicators, providing methodological oversight and ensuring reproducible workflows and robust QA
  5. Oversee data intake, linkage, validation and remediation activities; ensure secure handling and disclosure control in line with CIHI privacy and security policies.
  6. Develop and maintain relationships with internal partners, external stakeholders, and peer organizations; chair or support advisory groups and represent CIHI in external forums.
  7. Knowledge translation and external representation: ensure findings are translated into clear reports, dashboards, briefing notes and presentations; lead dissemination and uptake strategies and contribute to publications and conference activities.
  8. Contribute to branch and corporate planning, performance measurement and evaluation of product impact; identify opportunities to align analytic work with strategic priorities.

What you'll bring to the table

  • Under-graduate degree in Epidemiology, Public Health, Health Services Research, Statistics, Data Science, Health Administration or related field, or equivalent combination of education and related experience.
  • Minimum 5 years’ related experience in a health care environment, with expertise in standards, data analysis, and database management, including at least 3 years’ demonstrated people leadership experience.
  • Demonstrated experience managing complex, multi stakeholder projects in a matrix environment and delivering policy relevant analytic products.
  • Domain experience relevant to portfolio (e.g., health system performance, primary care, specialized care, case mix, expenditure, workforce, Indigenous health).
  • Experience with large administrative/clinical datasets and data quality frameworks.
  • Familiarity with analytic tools and languages (SAS, R, Python) and/or data visualization tools (Tableau, Qlik, MicroStrategy).
  • Knowledge of project management tools and strong documentation/version control practices.
  • Understanding of health system performance measurement, indicator development, and data governance, and health system structure.
  • Strong analytic rigour and quality focus.
  • Excellent stakeholder engagement, negotiation and partnership building.
  • Clear written and oral communication; ability to translate technical content for diverse audiences.
  • Sound ethical judgment and commitment to privacy and data stewardship.
