The Opportunity:
This position is responsible for developing, implementing and executing emergency management and business continuity programs across the organization. Provides organizational leadership and project management, as well as program development, research, policy/procedure development and implementation, and change management both in assigned areas and the department. Develops, coordinates, validates and maintains the Municipal Emergency Management Plan and is responsible for taking a lead role in Corporate Business Continuity and Pandemic Planning. Represents the City locally, regionally, provincially and nationally in matters pertaining to Emergency Management, Business Continuity, and, where required, Emergency Services.
Top Key Responsibilities:
- Lead Emergency Management: Coordinate and direct emergency response, recovery, and Emergency Coordination Centre (ECC) operations during incidents.
- Manage Business Continuity Programs: Develop, implement, test, and maintain corporate business continuity plans to ensure operational resilience.
- Oversee Emergency Preparedness: Develop and maintain emergency management plans, training programs, exercises, and compliance with legislation.
- Build Partnerships and Public Awareness: Collaborate with government agencies, municipalities, community organizations, and stakeholders while promoting emergency preparedness.
- Provide Leadership: Lead, coach, and support staff and emergency response teams, ensuring effective performance and readiness.
- Manage Budgets and Resources: Develop, monitor, and administer emergency management and business continuity budgets and resources.
- Ensure Regulatory Compliance: Maintain compliance with emergency management legislation, corporate policies, and municipal bylaws.
As our preferred candidate, you will have:
- University Degree (Minimum undergraduate) with related experience focusing on one or more of the areas of Emergency Management, Disaster Studies, Risk Management, Business Continuity Planning.
- Certified Emergency Manager (CEM) and Associate Business Continuity Planner (ABCP) designations preferred.
- A Master’s Degree in a related field would be considered an asset.
- 5-7 years experience in emergency management, operations management and/or business continuity, or related.
- Previous experience working in public sector public safety preferred.
- Ability to establish and maintain working relationships with all partners.
- Facilitation and teaching skills.
- Project management skills.
- Research and analysis.
- Process mapping.
- Crisis communication and media relations.
- Availability to work in response to emergency situations, including during weekends, after hours and for extended hours.
- Maintains on-call coverage for evenings and weekends for Emergency Management.
- Adheres to Occupational Health & Safety guidelines and promotes safe work practices.
- Must be able to work in high-stress, dynamic environments.
- Ability to lift up to 50lbs, sit/stand for extended periods, extended exposure to computer monitors and/or TV screens.
- Occasionally required to be on job sites, PPE required.
- Maintain Class 5 driver’s license and provide use of personal vehicle for work.

$122,399 to $152,999 per annum
Hours of Work:
75 hours biweekly, Monday to Friday. Evening and weekend work will be required.
