Position Summary :

The Project Manager works collaboratively to lead the delivery of complex enterprise digital transformation initiatives, with a primary focus on finance, human resources, and workforce management systems.

Accountable for end-to-end project delivery, this role ensures initiatives are executed with strong governance, stakeholder alignment, and measurable outcomes. The Project Manager works across Digital, Transition Management Office (TMO), Finance, HR, and clinical operations to deliver systems that improve operational performance.

The role includes leadership of large-scale ERP and HRIS implementations, vendor coordination, data integration, and organizational change management within a complex, multi-stakeholder Ontario healthcare environment.

Position Responsibilities:

Enterprise System Implementation

  • Lead implementation of enterprise systems which may include financial ERP, HRIS, payroll, scheduling, and workforce management platforms
  • Manage vendor-led delivery models, including system integrators and third-party partners
  • Oversee data migration, system configuration, payroll set-up, and workforce integration requirements in collaboration with Departmental SMEs
  • Ensure alignment with enterprise architecture and existing clinical and corporate systems

Project Delivery & Governance

  • Accountable for end-to-end project delivery including scope, schedule, budget, quality, and risk management
  • Establish project governance structures, including steering committees and executive reporting forums
  • Provide clear, structured status reporting (R/Y/G) and proactive escalation of risks and issues
  • Ensure alignment with organizational priorities, digital strategy, and approved business cases

Stakeholder Engagement & Leadership

  • Lead cross-functional project teams across Finance, HR, Digital Services, and operational departments
  • Engage senior leadership and stakeholders to ensure alignment, decision-making, and issue resolution
  • Facilitate workshops, requirements validation, and solution design sessions with business and technical teams
  • Build and maintain effective relationships with internal and external stakeholders

Organizational Change Management & Adoption

  • Lead organizational change management (OCM) activities in partnership with local leaders and change management experts including:
  • stakeholder impact assessments
  • readiness planning
  • communication and training strategies
  • Partner with operational leaders to support workflow redesign and user adoption
  • Ensure successful transition from project delivery to operational sustainability

Data, Integration & Reporting

  • Lead planning and execution of system integrations across enterprise platforms, including clinical systems (e.g., EHR) and corporate systems
  • Oversee planning with relevant stakeholders including Decision Support for data quality, migration, validation, and reporting readiness
  • Support development of financial and workforce analytics and reporting capabilities

  • Define and track measurable outcomes and benefits , which may include:
  • payroll accuracy and timeliness scheduling efficiency and workforce optimisation financial reporting cycle improvements
  • user adoption and satisfaction
  • Ensure delivery of value aligned to approved business cases
  • Provide post-implementation support through stabilization phases and transition to operations

Risk, Privacy & Compliance

  • Ensure compliance with PHIPA, data governance policies, and organizational security standards
  • Identify, assess, and mitigate project risks, including privacy, cybersecurity, and operational risks
  • Collaborate with Digital, Privacy, and Cybersecurity teams to ensure safe and compliant implementations

Job Requirements:

  • University degree in business, engineering, IT or a health related field or equivalent work experience
  • Project Management Professional (PMP) certification or formal project management training is an asset
  • Minimum 5 years’ experience managing complex, large-scale enterprise technology projects
  • Demonstrated experience delivering finance (ERP) and HRIS / workforce system implementations (e.g., payroll, scheduling, timekeeping)
  • Experience working within Ontario healthcare or broader public sector environments strongly preferred
  • Experience managing vendor-led implementations and third-party system integrators
  • Proven experience leading projects in multi-stakeholder, highly regulated environments
  • Good understanding of the issues related to privacy, confidentiality, and data security
  • Ability to manage competing priorities and multiple concurrent initiatives
  • Effective organizational, interpersonal and communication and facilitation skills
  • Excellent conflict management, problem solving, change management skills and sound judgment abilities
  • Demonstrated strong leadership and motivational skills
  • Ability to work effectively on multiple related projects and meet competing deadlines
  • Proficient in MS Office Suite including MS Word, Excel, MS Project™, MS Visio and SharePoint™
