The Manager of Capital and Renewal is responsible for overseeing the full life cycle of capital, renovation, and renewal projects for the Bruce-Grey Catholic District School Board and reports directly to the CEO/CEdO. This includes reviewing engineering drawings, verifying specifications and bid documents for compliance, monitoring project progress through to the end of the warranty period, and ensuring all work is completed on time and within budget. The role involves consulting on construction bids, recommending changes to plans and specifications, and making confident, real-time decisions on-site as needed.
Working in a multi-partner environment, the Manager liaises with contractors, consultants, architects, municipal and government officials, school principals, and Board staff to coordinate and share project information. The position also supports the development of the department’s annual budget and 5-year Capital Plan by identifying and prioritizing maintenance and renewal needs, defining project scopes, and preparing cost estimates. Additionally, the Manager maintains essential facility, property, zoning, and bylaw records and collaborates on the planning and successful execution of curriculum-support facility renewal projects.
Primary Duties:
- Serve as the primary departmental contact for long-term capital planning and accommodation strategies across the Board.
- Develop, recommend, and implement comprehensive long-range facility renewal and capital projects in alignment with enrolment projections, facility condition assessments, and accommodation planning recommendations.
- Assist in the preparation and submission of business cases to secure capital grants and Ministry funding in support of identified capital and accommodation needs.
- Liaise with the Ministry of Education’s Capital Priorities Branch and other relevant agencies to ensure alignment with provincial funding and planning requirements.
- Collaborate with Business Services to develop and manage preliminary building service programs that address system-wide needs within approved budgetary allocations.
- Lead the planning, development, and implementation of building service programs to support safe, functional, and efficient learning environments.
- Define project scopes, establish system priorities, and recommend projects for inclusion in approved capital and facility renewal budgets.
- Oversee and participate in annual facility inspections to assess building conditions and determine priority projects for maintenance and renewal.
- Direct and supervise external consultants and contractors to ensure the timely and cost-effective completion of approved capital, renewal, and curriculum-support projects.
- Operate effectively within a unionized environment, maintaining positive and respectful working relationships with all employee groups.
- Prepare detailed reports, plans, and documentation as required by the Ministry of Education, Board leadership, and other governing authorities.
- Assist in the maintenance and regular updating of the VFA facility condition database to support capital planning and asset management.
- Ensure compliance with the Board’s procurement policies and asset disposal procedures.
- Maintain and update AutoCAD drawings and related documentation for all school facilities to reflect as-built conditions and future modifications.
- Maintain open, responsive communication with all internal and external parties, fostering a collaborative and service-oriented approach.
- Perform other related duties as assigned in support of departmental goals and the Board’s strategic direction.
- Comprehensive knowledge of blueprints and schematics required for troubleshooting and guiding complex operations.
Qualifications:
- Post-secondary degree or diploma in Engineering, Architecture, Project Management, or a related field.
- Minimum of ten (10) years of progressively responsible experience in facilities management, capital project delivery, or construction within institutional or commercial building environments.
- At least five (5) years of direct project management experience, including oversight of capital and renovation projects.
- Working knowledge of construction-related trade disciplines and building systems.
- An equivalent combination of education and experience may be considered.
- Valid Ontario driver’s license and access to a reliable vehicle.
Assets:
- Proven ability to manage multiple, concurrent new construction and renovation projects, with direct, hands-on project leadership experience.
- Strong knowledge of applicable codes and regulations, including the Ontario Building Code, engineering standards, health and safety legislation, accessibility requirements (AODA), and Ministry of Labour guidelines.
- Excellent communication skills—both written and verbal—including the ability to prepare technical reports and deliver presentations to varied audiences.
- Demonstrated strength in project coordination, decision-making, initiative, problem-solving, and conflict resolution.
- Exceptional organizational, analytical, and budget management skills with high attention to detail.
- Proficiency in Google Suite (Docs, Sheets, Gmail).
- Proficiency in AutoCAD and related facility planning/design tools.Strong interpersonal skills with the ability to work collaboratively, exercise discretion, and support equity, inclusion, and diversity in school and workplace settings.
