The successful candidate will drive best‑value solutions through early contractor involvement, transparent commercial frameworks, and a strong focus on safety, quality, schedule, and cost. PRIMARY SCOPE OF ROLE Lead end to end delivery of large highway/civil projects from early planning and design development through construction, commissioning, and handover under collaborative delivery models. Champion a “one team” culture focused on problem solving, early issue escalation, and transparent communication with internal teams, clients, consultants, and stakeholders. Ensure rigorous adherence to safety, environmental, and quality management systems, leading by example in both field and office environments. Support procurement and management of key subcontractors and suppliers, ensuring alignment with collaborative principles and project risk allocations. Mentor and develop project engineers, coordinators, and junior project managers within the Major Projects group. Lead business development and pre award activities on major pursuits, including RFQ/RFP responses, commercial model input, and client presentations. POSITION REQUIREMENTS 12–15+ years of progressive project management experience in heavy civil/highway infrastructure, with several years leading major projects (typically 50M+). Direct experience delivering projects under collaborative/alternative models such as progressive design build, alliance/IPD, PPP, or cost plus design assist. Degree in civil engineering or related discipline; P.Eng in Ontario (or eligibility) strongly preferred. Proven track record managing complex highway, bridge, or urban civil projects in Ontario, including staging under traffic and multi stakeholder environments. Strong leadership with the ability to build and sustain collaborative, high‑performance teams across multiple organizations. Excellent communication and negotiation skills, with confidence engaging owners, partners, regulators, and community stakeholders.
