Must have: Post-secondary education in Computer Engineering, Computer Science, Information Technology, or a related discipline, or an equivalent combination of education and experience Project Management Professional (PMP) certification is mandatory 8+ years of experience managing enterprise-wide IT transformation and technology implementation projects in complex multi-departmental environments Extensive experience managing all aspects of large-scale projects including project charter development, planning, scheduling, budgeting, resource allocation, risk management, issue management, quality assurance, and stakeholder engagement Proven experience leading digital transformation, business transformation, technology modernization, and enterprise system implementation initiatives Strong experience managing project budgets, forecasts, financial controls, and project reporting throughout the project lifecycle Demonstrated experience with data transformation, data migration, business process transformation, and user experience optimization initiatives Extensive experience managing procurement activities including REOI, RFI, RFP, RFQ development, vendor evaluations, contract negotiations, and technology acquisitions Strong experience with vendor management, contract administration, Statements of Work (SOW), Service Level Agreements (SLA), and Memorandums of Understanding (MOU) Experience working within matrix project management environments involving business stakeholders, executive leadership, technical teams, consultants, and third-party vendors Experience using project management tools such as Microsoft Project, Microsoft Enterprise Project Management (EPM), SharePoint, or equivalent project planning and document management tools Strong knowledge of PMI project management methodologies, governance frameworks, project controls, and best practices Experience leading infrastructure, application development, enterprise software implementation, and technology procurement projects Strong organizational change management experience supporting enterprise adoption of new technologies and business processes Excellent communication, presentation, negotiation, facilitation, and stakeholder management skills Demonstrated ability to communicate project status, risks, financials, and strategic outcomes to executive leadership and senior stakeholders Experience supporting governance bodies such as Change Advisory Boards (CAB), Enterprise Architecture Review Boards (EARB), steering committees, and executive governance forums Certified Scrum Master (CSM) certification is considered an asset Experience working within Ontario Public Service (OPS), Broader Public Sector (BPS), municipal government, healthcare, education, or similarly complex public-sector environments is highly preferred.

Role and Responsibilities: Lead and manage enterprise-level technology transformation projects, ensuring alignment with organizational strategies, business priorities, and industry best practices Oversee all phases of project delivery including project initiation, charter development, planning, scheduling, execution, monitoring, reporting, and project closeout activities Develop and maintain detailed project plans, schedules, resource plans, budgets, risk registers, issue logs, and project governance artifacts Manage project scope, timelines, budgets, resources, dependencies, and deliverables to ensure successful project outcomes Lead procurement initiatives for technology solutions including the preparation and review of REOI, RFI, RFP, RFQ, vendor evaluations, contract negotiations, and procurement recommendations Develop and manage project budgets, forecasts, financial controls, and expenditure tracking in accordance with organizational policies and procedures Identify, assess, monitor, and mitigate project risks while ensuring timely resolution of project issues and escalations Establish and maintain strong relationships with executive sponsors, business stakeholders, IT teams, vendors, consultants, and external partners Lead cross-functional teams consisting of technical staff, business representatives, contractors, consultants, and vendors to deliver project objectives Provide leadership, coaching, direction, workload management, and performance oversight to project team members throughout project delivery Develop and implement organizational change management strategies to support successful adoption of new technologies, business processes, and operational models Manage vendor relationships, monitor vendor performance, and ensure compliance with contractual obligations, service levels, and project deliverables Negotiate and document project scope changes, ensuring transparency regarding impacts to budgets, timelines, risks, and resources Prepare executive-level reports, presentations, dashboards, and briefing materials related to project status, financial performance, risks, issues, and strategic outcomes Facilitate governance meetings including steering committees, CAB meetings, EARB reviews, project status meetings, and executive briefings Ensure project delivery complies with organizational governance standards, procurement policies, financial controls, and project management methodologies Support business transformation initiatives through process improvements, technology modernization, and operational efficiencies Serve as a trusted advisor to senior leadership by providing recommendations related to project strategy, technology solutions, innovation, and digital transformation opportunities.
