Major Purpose
Reporting to the Project Director, Adaptation in Action (Track 2), the Manager, Impacts and Performance – Adaptation in Action leads the monitoring, evaluation and learning function for Track 2 by strengthening results-based management; overseeing project-level impact verification and program-level performance measurement and reporting; and advancing data governance and continuous improvement.
In alignment with FCM’s values, the role manages a small team delivering impact and performance activities; supports governance and planning/reporting cycles; and builds effective relationships with federal partners, FCM/GMF governance bodies, and municipal and sector stakeholders.
Key Responsibilities
Impact and Performance Monitoring and Measurement:
- Develop, implement and continuously improve Results-Based Management (RBM) systems and processes for Adaptation in Action, and oversee how RBM is applied across the LLCA program.
- Maintain impact monitoring and evaluation frameworks for funding and capacity-building offers (e.g., theories of change, logic models, indicators, and risk/performance frameworks) to enable meaningful data collection and reporting.
- With the Managers, Funding and Capacity Development, implement tools and processes to streamline recipient reporting and data collection, including data privacy/protection and respect for Indigenous rights and knowledge.
- Partner with peers to design and deliver impact research aligned with LLCA’s Strategic Plan (e.g., how plans and studies convert to capital projects; long-term performance of structural/capital and non-structural projects; scaling via replication; and LLCA’s brand as a municipal resilience thought leader).
- Oversee LLCA data governance and contribute to organizational data systems, ensuring integrity, accessibility, and alignment with GMF impact and performance objectives.
- Develop and implement a monitoring and evaluation approach for LLCA’s Reconciliation commitments.
- Work in a matrixed environment to align Adaptation in Action measurement and reporting with GMF systems, and contribute to the GMF Impact, Research and Performance team to ensure complementarity across programs.
- Guide internal teams and funded recipients on how Adaptation in Action measures, verifies and reports results for projects and capacity-building initiatives.
- Adapt GMF approaches and, as needed, develop fit-for-purpose measurement and verification methods, indicators and tools to support due diligence, risk management and project success.
- Implement quality assurance/quality control processes to reduce risk and ensure accurate evaluation and reporting.
- Manage the midterm (Year 4) evaluation of LLCA with a contracted consultant.
- Contribute to external and GMF audits and evaluations requiring LLCA input.
- Promote a high-performing, data-informed culture by leading learning, training and change-management initiatives that strengthen performance and continuous improvement.
- Manage performance measures and dashboards to baseline and track internal service delivery and operational effectiveness within the Adaptation in Action team.
- Conduct ongoing client and stakeholder discovery to refine service value propositions, define service standards and identify improvements.
- Manage team workflow and resources to meet planned commitments and timelines.
Governance and Reporting:
- Build and maintain strategic relationships with LLCA governance bodies, including GMF Council, FCM’s Board and the LLCA Advisory Tables.
- Manage agenda-setting and preparation of the Adaptation in Action team’s contributions to LLCA governance bodies, and coordinate with other managers to develop required content.
- Lead quarterly and annual planning and performance reporting for Adaptation in Action, aligned with strategic priorities, the RBM framework and obligations under the GMF Funding Agreement.
Provide day-to-day leadership for a small team, including:
- Provide work direction and planning, coaching, and performance management (including recruiting and onboarding).
- Oversee individual and team work planning, budgeting and resourcing.
- Build a high-performing, inclusive culture and manage team dynamics.
- Support ongoing learning and professional development.
- Promote engagement, health and wellness.
- Provide day-to-day leadership for a small team, including work direction and planning, coaching, and performance management (including recruiting and onboarding).
- Oversee individual and team work-planning, budgeting and resourcing, and delegate responsibilities while monitoring progress and results.
Knowledge, Experience and Skills
- Master’s degree or advanced education in a relevant area, such as engineering, environmental science, business administration, or equivalent certification or experience.
- Significant experience in one or more of the following areas: (1) measurement and verification, (2) impact evaluation, and (3) performance measurement, preferentially in a grant-funding context specific to climate or environment.
- Significant knowledge of, and experience with, service operations management tools and processes (e.g., Lean, Six Sigma, Agile, Total Quality Management).
- Relevant experience leading and coaching a highly collaborative, dynamic team in an outcomes-focused, client service environment.
- Excellent client service orientation with strong interpersonal, negotiation and conflict resolution skills.
- A minimum of 10 years of progressive professional experience in environmental programming or program performance management, including a minimum of three years in a staff management role.
- Strong verbal and written communication skills.
