We take a disciplined, detail-oriented approach to development, working closely with consultants, municipalities, and internal teams to move projects efficiently from early-stage approvals through execution.

As our platform continues to scale, we are seeking a Junior Development Manager to support our projects through the development lifecycle. This role starts weighted toward coordination, planning, and pre-construction support, and grows into greater ownership and value-add planning as our pipeline expands. THE ROLE Reporting directly to the Director, Development, you will keep the consultant team, schedule, budget, and submissions organized and on track, and act as a key point of contact with municipalities and agencies. Over time, this role grows into the main municipal liaison across our projects, a planning and entitlement lens on new acquisitions and receivership opportunities, and the owner of how we track approvals across the portfolio. The scope will scale to experience.

KEY RESPONSIBILITIES Coordinate and track development approvals on assigned projects, including Official Plan and Zoning By-law Amendments, Minor Variances, Site Plan Approvals, severances, building permits, and condominium registrations. Coordinate the full consultant team (planning, architecture, civil, transportation, landscape, environmental, legal), including scoping, procurement, RFPs, and contract award recommendations. Maintain project schedules, milestone tracking, budgets, purchase orders, and document control. Liaise with municipal staff and agencies, growing into the primary municipal point of contact across our projects. Support due diligence on new acquisition and receivership opportunities, with a planning and entitlement risk lens, under the Director's oversight. Build and maintain a dashboard tracking municipal approvals across all active developments. Maintain accurate, audit-ready documentation and reporting through ELM's SharePoint system.

COMPENSATION Competitive compensation, commensurate with experience, plus bonus. Full-time, permanent position.

QUALIFICATIONS & EXPERIENCE Undergraduate degree in Urban Planning, Architecture, Engineering, Real Estate, Business, or a related field. 4+ years of relevant experience in real estate development, planning, or a related discipline. Strong working knowledge of Ontario's planning framework and municipal approval processes. Proven ability to coordinate multi-disciplinary consultant teams and keep projects on schedule and on budget. Exceptional organization and follow-through, with strong written and verbal communication. High level of ethics and integrity.

ADDITIONAL ASSETS RPP (or working toward it) or P.Eng. Direct experience with purpose-built rental development. Familiarity with CMHC MLI Select submission requirements. Working knowledge of BlueBeam Revu. Experience with projects that have gone to the Ontario Land Tribunal.

GROWTH & DEVELOPMENT This role is designed to grow. The successful candidate will progress toward full Development Manager responsibilities as ELM's platform expands, with continued advancement possible within the development team.
