As a member of the Clinical Information System (CIS) Operations team, this position is primarily responsible for managing the implementation of system changes across all of the solution areas including application patches and system upgrades. This position monitors daily operational issues & system performance, and manages system downtime procedures, including the downtime applications available to the facilities. This position serves as the liaison between CIS Operations and external Service Providers to support the ongoing and operational needs for the CIS.

This position requires performing on call operations management support and issue escalation 24x7 for the CIS. The position is responsible for ensuring system availability, allowing for the delivery of critical care for Health PEI and its patients.

Duties will include but are not limited to:

  • Change, Release and Issues Management
    • Define, manage and have overall responsibility for all changes, releases and issue management processes; ensuring all changes and application fixes are documented, validated and have been communicated to support personnel and end users.
    • Approves all significant changes made to the CIS, balancing business requirements with system integrity, impact and risk, security, timelines, resources and technical infrastructure
    • Manages system upgrades by working with the external Service Provider to estimate and plan project timelines/milestones. Ensures that projects are properly scheduled and meet organizational requirements
  • Technology Consultant
    • Work in conjunction with external Service Providers to develop and document installation procedures for deploying CIS specific technical solutions in hospitals
    • Monitor system alerts and ensure they are escalated to the appropriate support groups
    • Develop functional, technical and operational requirements for CIS applications while understanding their connections, dependencies and impacts on other IT systems within Health PEI
  • Downtime Management
    • Define, manage and have overall responsibility for CIS downtime procedures, applications and documentation including procedures for both scheduled and unscheduled downtimes
    • Act as primary CIS contact for Health PEI downtimes affecting the use of CIS applications.

Minimum Qualifications:

  • Graduation from university with a degree in Computer Science, Business, information Systems or a 2 year diploma in Business information Processing, Information Technology or related field. Masters degree would be an asset.
  • Demonstrated equivalanices will be considerred.
  • Incident (Issue) and Change Management Course Work and/or Professional Designation (ITIL). Project Management Course Work and/or Professional Designation.
  • Minimum 5 years experience working in an IT field.
  • Extensive experience in the management, implementation and/or coordination of complex information systems.
  • Extensive experience in healthcare with a broad knowledge of the hospital and health services system and clinical/IT areas, within PEI is preferred.
  • Extensive experience in Change, Incident (Issue) and Release management methodologies is required. Previous experience and demonstrated skills in a leadership role is required.
  • Experience working with large external Service Providers would be considered an asset.
  • Knowledge of the Gerner Clinical Information System including methodologies, build, design, maintenance tools would be an asset.
  • Must be a team player, able to work with and through others, be self directed and able to work Independently.
  • Must have the ability to influence others and move towards a common vision or goal. Must possess skills and experience related to coaching and supervision.
  • Ability to make effective decisions, effectively manage time and stress pressures, and display sound judgement.
  • Ability to participate in developing IT strategy, identify and develop policies/standards and monitor compliance with policies.
  • Ability to actively listen and respond to others' communications and concerns and the ability to communicate thoughts and express complex ideas in simple terminology.
  • Ability to set individual as well as team goals and objectives and promote collaboration. Ability to write and prepare memos, reports and documentation.
  • Ability to estimate, plan, monitor, administer and manage multiple projects.
  • Ability to match individuals to jobs, set individual and work unit goals and objectives, to set an example and be a role model.
  • Ability to work as a group leader, setting and clarifying objectives and agendas, to set an example and be a role model.
  • Ability to involve others in group work processes and motivating them to express and achieve their goals.
  • Ability to think analytically while problem solving, build working relationships to achieve goals, actively listen and respond to
  • communications and concerns, communicate thoughts and express complex-ideas in simple terminology, provide feedback, communicate direction, criticize constructively, promote collaboration, apply facilitation skills and resolve conflicts.
