About the role

Municipal Drainage Superintendent Reporting directly to the Senior Manager of Capital Projects and Engineering, the Municipal Drainage Superintendent deals with all matters pertaining to drainage under the Ontario Drainage Act. Under the guidance from the Province and on behalf of the landowners who utilize and pay for Municipal Drainage Systems, will coordinate and administer maintenance repair and improvements to municipal drainage infrastructure. This position will also act as the Municipal Weed Inspector and perform the duties per the Weed Control Act. The municipal Drainage Superintendent will provide inspection services as required for various capital works projects. This position also has a focus on delivering high-quality customer service by evaluating and resolving drainage matters for the community of landowners using the drainage systems.

Key Responsibilities: Management of Municipal Drains: Liaise with all affected landowners and manage, participate and prepare for all regulated procedural meetings under the Ontario Drainage Act and provide assistance and understanding for all drainage projects completed. Review and provide input into engineering reports being prepared for Council, as well as creating By-laws relating to drainage projects. Act as a liaison between the engineers and ratepayers, assisting in the resolution of appeals. Prepare, record, track and apply Assessment Schedules relating to cos for drain projects and see that applications to the Ministry are submitted for grant through the Agricultural Drainage Infrastructure Program. Manages and provides leadership on preventative and regular maintenance programs for the Town’s Municipal Drain infrastructure. Provide technical support in the operation and maintenance of the various flood structures/facilities, and provide onsite inspections during construction of drainage projects. Responsible for obtaining appropriate permits/approvals as well as prepare updated drain apportionments in accordance of the Drainage Act, ensuring appropriate cost recovery. Provide all affected parties with information regarding responsibilities under Common Law and Statue Law. Direct Contractors in completing drainage works, providing inspection services and survey, analyze and report on drainage infrastructure. Weed Control Duties: Administer the Town Phragmites and Invasive Species program as well as the Town’s weed spraying program, ensuring compliance with Provincial Regulations. Investigate noxious weed complaints and coordinate removal with the landowner, issuing Provincial Orders when necessary. Work with developers and landowners to maintain vegetation on vacant and undeveloped properties. Work with By-Law control officers on property standards complaints related to weeds and unmaintained undergrowth. Planning and Development: Providing conditions, advice and support to ensure that drainage matters relating to severances and subdivisions are addressed. Review and approve Mutual Drain Agreements and provide input into the evaluation of site developments and subdivision servicing plans. Review Building Permit Applications, lot grading, setbacks and legal outlets, completing studies and preparing reports. Qualifications, Knowledge, and Skills Must have a 3-year College Diploma in Civil Engineering or equivalent education and/or experience in a related discipline. Ontario Drainage Superintendent Course and Certificate. Valid Ontario Class ‘G’ licence and possess a good driving record. Must have 3 – 5 years experience in municipal government including inspection of municipal infrastructure. Must have 3 – 5 years experience in applying the Drainage Act and Weed Control Act and possess all applicable licences. Ability to use survey equipment. Excellent interpersonal, organizational, analytical, communication, planning, presentation, problem-solving, staff leadership and supervisory skills. Knowledgeable in civil engineering and municipal infrastructure concepts. Knowledge of and demonstrated ability in corporate core competencies, including customer service, communication, teamwork. General knowledge of Municipal legislation and general business practices and protocol. Computer literacy and proficiency utilizing various software including MS Office, AutoCAD, GIS Mapping, CityWorks. Knowledge of construction methods and applications. Hours of Work and Working Conditions: Work will be performed in both office and outside on a 40- hour work week and is subject to responding to emergency calls or attend evening meetings. Field work will involve exposure to noise, dust, uneven surfaces, and varying weather conditions. Travel throughout the municipality using a Town or personal vehicle as required. Wage Range: $81,981 - $115,364 (Wage rate will be commensurate with experience and education) Comprehensive benefits package Non-union position Closing Date: Applications will continue to be accepted until the positions is filled.
