This is a great opportunity to join our team and shape our community.Environmental Coordinator 2OverviewReporting to the Manager, Environment, the Environmental Coordinator 2 (EC2) is responsible for implementing best practices in compliance with environmental legislation and City adopted strategies (e.g. Ecological Network Management Strategy). The EC2 supports City operations and capital projects by interpreting legislative requirements and coordinating environmental planning, permitting and compliance activities related to municipal infrastructure projects, including flood protection upgrades and environmental enhancement works. The position maintains effective working relationships with internal departments, regulatory agencies, stakeholders and residents, while supporting project delivery through collaboration, funding coordination and environmental compensation planning. This position will manage environmental compensation requirements associated with flood protection upgrade capital projects to leverage existing opportunities and support timely permit approvals and program delivery.Examples of key responsibilities include, but are not limited to: Recommending and establishing service standards and/or performance criteria through maintaining service excellence, monitoring for compliance and streamlining redundant operational procedures. Recommending, developing and implementing best practices and data collection techniques to ensure relevant City strategies, plans, and bylaws are maintained. Preparing reports, memorandum and correspondence to support internal and external communications for the Manager?s review. Establishing collaborative working relations with other City departments, senior governments and the Richmond community, including participating in environmental working groups for environmental assessments. Updating and developing environmental policy initiatives as required. Developing and implementing initiatives to evaluate effectiveness of services provided, which can include detailed metric monitoring for development applications, key indicators and service gap identification, modernized geo-spatial tracking systems including remote sensing and GIS databases to collect and analyze invasive species, riparian and contamination information and electronic systems to track and records spills in Richmond and remediation. Responsibility for leading procurement efforts for external consultants, assessing and evaluating capital project budgets and managing capital budget annually under supervision from the Manager. Determining capital plan submissions and supporting the procurement process by developing scope, budgets and schedules, ensuring procedures are in place to maintain scope of work against regulatory requirements. Recommending and formalizing review procedures for managing contracts and/or capital projects related to pest and invasive species management, environmental enhancement and pollution prevention projects. Assessing the complex environmental situations and regulatory updates to determine possible impacts to City operations, and coordinating and preparing internal and external correspondence.
