This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. This position will provide guidance and assistance to senior leadership in the development and implementation of a strategic plan for the DHS Employee Culture Administration, which encompasses learning and development, employee engagement, and human resources. The incumbent will coordinate projects across the areas of the Office of Employee Culture. The incumbent will work with Employee Culture directors, as well as other areas of the organization, to develop, coordinate and implement Employee Culture initiatives and projects. The incumbent will also build an agency-wide library of executive leadership coaching, learning and development opportunities.

Responsibilities Include, But Are Not Limited To The Following

Lead the assessment, design, development, implementation and evaluation of a strategic plan for DHS Office of Employee Culture’s initiatives and projects. Develop and deliver customizable menu of leadership and executive coaching resources, curriculum, trainers and resources for DHS. Lead, plan, develop and/or coordinate special projects as the need is determined or as assigned.

Minimum Qualifications

Three (3) years of high-level experience in one of the following: employee culture, employee engagement, learning and development, organizational development, or another related experience.

Experience Must Demonstrate

Strategic planning models. Components of project management and working within timelines. Methods and techniques of presenting information to various audiences. Project management skills for creating, developing and implementing agency-wide culture and employee engagement events and strategies. Practical knowledge of adult learning and development theories. Bachelor’s Degree higher in communications, project management, or another related field may substitute for one (1) year of work experience. Master’s Degree higher in communications, project management, or another related field can substitute for two (2) years of work experience.

Preferred Qualifications

Variety of experiences working effectively with others from different backgrounds and cultures. DHS programs, services, and strategic initiatives Proficient in accessible communications and strategies to meet the needs of diverse learners. Demonstrated skills in presentations, meeting facilitations, speaking and presenting information for diverse audiences. Ability to work with internal employees at all levels of the organization and to advance diversity, equity, inclusion and belonging. Concepts related to; adult learning styles, employee engagement and retention strategies, change theory, antiracism, Diversity, Equity, Inclusion and Belonging constructs. Experience designing accessible learning content. Experience contracting with external vendors. Interest in engaging greater equity in state contracting and working to implement Office of Equity in Procurement. Current participation or active engagement with an employee resource group.
