Job Description
The Municipal Infrastructure Lead plays a pivotal role in growing Al-Terra's presence in the Calgary market while delivering high-quality civil engineering projects for public clients. The successful candidate will pursue new opportunities, cultivate and strengthen client relationships, lead proposal and pursuit efforts, and oversee successful project delivery from inception through completion. The ideal candidate combines strong technical civil engineering expertise, with sound business acumen, and excellent interpersonal skills to build trust with clients, partners, and internal teams. This role reports to the Manager, Municipal Infrastructure and is a key member of the Municipal Infrastructure team.
Responsibilities
- Bring demonstrated technical proficiency in transportation and roadwork, water management, or utilities with depth in at least one of these areas.
- Apply transportation and roadwork experience that may include new construction, rehabilitation, widening, intersections, interchanges, streetscapes, traffic calming, and active transportation infrastructure.
- Apply water management experience that may include watershed planning, water quality, low impact development, water conservation and re-use, and climate resilience.
- Apply utilities infrastructure experience that may include hydraulic modelling of water, wastewater, and stormwater systems using tools such as WaterCAD (Bentley), PCSWMM (CHI) and Mike Urban (DHI); servicing strategies, feasibility studies, and master plans; engineering design briefs; flow monitoring and inflow/infiltration analysis; emergency response planning; and infrastructure cost estimating.
- Lead teams through the full project lifecycle, from site investigation and conceptual design through detailed design, tendering, and construction administration.
- Provide technical review and direction, ensuring design decisions align with municipal standards, regulatory requirements, and leading industry practice.
- Stay current on evolving standards, technologies, and approaches that shape municipal infrastructure delivery in Alberta.
- Lead multidisciplinary teams across civil, structural, electrical, environmental, geotechnical, and survey disciplines to deliver integrated project outcomes.
- Manage project and financial performance against KPIs, actively managing risk, scope, and resourcing throughout the project lifecycle.
- Mentor and develop junior staff, fostering a collaborative, high-performance team culture.
- Execute business development strategies for your line of business by pursuing opportunities and cultivating relationships in alignment with Al-Terra's strategic growth objectives.
- Share local market intelligence and client insights with VP of Engineering Public Sector and the VP of Business Development and Marketing.
- Identify and cultivate partnership opportunities with complementary firms for the pursuit of larger and more complex opportunities in alignment with strategic growth objectives.
- Employ a strategic level of client management and relationship building.
- Develop proposal win strategies in collaboration with your VP and lead technical content proposal and pursuit efforts.
Requirements
- Bachelor’s degree in civil engineering or a related engineering discipline
- Professional Engineer (P.Eng.) designation
- Minimum ten years of progressive civil engineering experience, with at least five years in a project management or client-facing business development role.
Qualifications
- Master’s degree in engineering, science, business administration, or related field is an asset
- Project Management Professional (PMP) certification is desirable
- Experience with public sector clients (municipalities, provincial, or federal agencies) is a strong asset.
- Demonstrated track record of winning new business and growing client relationships in a consulting engineering environment or extensive experience evaluating proposals and managing consulting relationships from the public sector will be an asset.
- Strong understanding of fee negotiations, contract terms, and financial performance.
- Proficiency in project management tools and platforms such as MS Project, Deltek Ajera/Vision/Vantagepoint, or similar will be an asset.
- Exceptional written and verbal communication skills, including proposal and technical report writing.
Working Conditions
- Full time, 40 hours per week.
- Our team works primarily full-time from our office. However, we prioritize flexibility, employee satisfaction, and work-life balance.
- Occasional travel and overtime, including weekends, may be required.
Physical Requirements
- Ability to lift 25 pounds.
- Ability to navigate uneven terrain and active construction sites.
- Work at a desk for extended periods of time.
