Intermediate Project Manager/Leader
About the role
Our Client is looking for an Intermediate Project Manager/Leader to lead enterprise-level technology transformation projects within a complex, multi-departmental public sector environment.
The Project Manager will be responsible for managing full project delivery, including project planning, budgeting, scheduling, risk and issue management, resource planning, stakeholder engagement, procurement support, vendor management, governance reporting, and change management.
This role requires strong experience managing large-scale IT projects, especially those involving technology procurement, vendor evaluation, contract negotiation, business transformation, data migration, and executive-level reporting.
Key Responsibilities
Lead enterprise-wide transformation projects aligned with strategic business and technology goals.
Manage project charters, detailed project plans, schedules, budgets, risks, issues, resources, quality assurance, and stakeholder engagement.
Support procurement activities including REOI, RFI, RFP, RFQ, SOW, MOU, SLA, vendor evaluations, and contract negotiations.
Manage technology procurement projects for software solutions and ensure compliance with procurement and financial policies.
Develop and manage project budgets, forecasts, financial controls, and scope changes.
Work closely with executive stakeholders, business units, IT teams, vendors, consultants, and cross-functional teams.
Lead technical teams, client representatives, vendors, and contractors to deliver within scope, timeline, and budget.
Prepare executive-level reporting, presentation decks, project status updates, and governance materials.
Support EARB and CAB meetings and activities.
Develop and execute change management strategies to support adoption of new technologies and business processes.
Must-Have Requirements
Post-secondary education in Computer Engineering, Computer Science, or a related discipline, or equivalent experience.
PMP Certification Is Required.
Extensive experience managing transformational enterprise-wide IT projects in complex multi-departmental environments.
Strong experience with budget, timeline, scope, resource, risk, issue, and change management.
Experience with business transformation, data transformation/migration, user experience optimization, and critical path management.
Experience with contract negotiations, procurement procedures, vendor management, and contract management.
Experience working in a matrix project environment using tools such as Microsoft Enterprise Project Management, SharePoint, or similar tools.
Experience managing large-scale multi-divisional technology projects.
Strong communication and presentation skills for executive, business, and technical stakeholders.
Experience managing technical teams in application development and infrastructure implementation.

Certified Scrum Master certification.
