Job Description
On behalf of our public sector client, Affinity is seeking a Team Lead/Project Manager Capable of leading day-to-day project activities for specific delivery streams, while providing support to the overall Project Manager to ensure project deliverables are completed on time and within scope, in alignment with established project management frameworks.
Responsibilities
Lead the designated team in the project delivery stream(s) to ensure proper alignment of the team members with the project goals. Manage scope, requirements, resources, time, cost, quality, risks, and communications for on-time, on-budget, high-quality project delivery. Support the overall project manager and other team leads in fulfilling the project mandate. Work with the vendor project manager, vendor technical leads, and SNB team leads to remove roadblocks and deliver assigned project outcomes on schedule. Track and update the project plan and highlight any deviation to the overarching project manager. Facilitate and moderate meetings and produce and circulate the meeting minutes. Report status and progress of assigned activities to management on a regular cadence. Coordinate with all internal and external stakeholders to fulfill the project delivery requirements. Identify and proactively address issues, communicating suggestions for resolution Identify potential risks and anticipated points of resistance and develop specific plans to mitigate or address concerns. Manage all project log registers to keep them up to date and engage the project manager proactively to address critical project risks/issues/action items. Deliver the project status reports and present the project status in formal project governance meetings. Supports the Change and Communication Management group to produce the project communications, manuals, training materials. Produces and manages the project documentation in accordance with the agreed project template. Follows the SNB Project Management Framework, agreed project governance approach and delivery strategy to ensure the delivery of the assigned project deliverables within time and scope. Other roles, tasks and duties as assigned.
Qualifications
Mandatory Requirements
Bachelor’s degree in IT, Business, Engineering, or a related discipline AND a current PMP, PRINCE2, or equivalent project management certification
10+ years of Project Management experience leading large-scale IT projects
Demonstrated experience managing at least 2 complex, multi-year digital transformation IT system implementations across full project lifecycles within the last 10 years 3+ years of experience delivering IT projects in government or public sector environments

5+ years of experience working with large (10+ resources), cross-functional teams including both internal and external stakeholders Experience delivering at least 2 projects with multiple system integrations (e.g., financial systems, mapping systems, portals, legacy platforms) 5+ years of experience leading project team meetings and managing task assignment, tracking, and reporting Experience on 1–2 projects in the last 10 years collaborating with multiple project managers or team leads to manage interdependencies and achieve delivery targets Demonstrated experience (1–2 examples in the last 10 years) independently managing complex risks and issues to mitigate major project impacts 5+ years of experience delivering effective communication and presentations to senior leadership and executive stakeholders 1+ year of experience with property assessment or valuation systems, including exposure to CAMA (Computer-Assisted Mass Appraisal) systems
