Position Summary The Roads Maintenance Technologist supports the planning, coordination, and execution of municipal road maintenance and rehabilitation programs. Reporting to the Supervisor, this position ensures that surface treatment, gravel, asphalt, and concrete maintenance programs are efficiently delivered, technically sound, and cost-effective. The Roads Maintenance Technologist provides technical and administrative support to long-range maintenance planning, asset condition tracking, annual work programming and prime contractor and consultant oversight. This position acts as a key liaison between municipal field staff, contractors, and management to ensure that municipal road networks remain safe, serviceable, and aligned with council-approved service levels. Core Accountabilities Daily Operations Provide regular operational updates and reporting to management on maintenance activities, complaint trends, contractor performance, escalations, and risks. Manage road maintenance complaints and inquiries end-to-end (triage, evidence collection from field staff, independent judgment, escalation as required, and timely responses). Maintenance Program Development Assist in developing and scheduling annual and multi-year maintenance programs, including overlay, crack sealing, asphalt patching, chip seal, spot gravelling, and gravel road regrading. Support the prioritization of maintenance activities using condition-based data, inspection records, and risk-based decision models. Review provincial and municipal guidelines to ensure all programs meet applicable engineering and safety standards. Develop cost estimates and work plans and provide technical inputs for the Roads Maintenance Plan and budget submissions. Contract Administration, Field Inspections and Quality Assurance Support preparation of tender documents, scope of work, and technical specifications for maintenance contracts. Monitor and support administration of maintenance contracts to confirm compliance with contract terms, specifications, service levels, and safety/traffic accommodation requirements. Conduct site visits/inspections, document findings, and coordinate follow-up on deficiencies, non-conformances, corrective actions, and warranty items as applicable. Verify quantities of materials placed, coordinate sampling/testing, and process progress payments for contractor work. Participate in pre-construction and progress meetings as required, providing technical updates and tracking action items. Data Collection, Asset Management and Technical Reporting Coordinate collection and maintenance of roadway condition and maintenance data (including field observations and photos) and update the asset/pavement management system to support planning, reporting, and defensible records. Assist in developing asset performance dashboards to guide maintenance planning and budget tracking. Support the integration of GIS and mobile inspection tools to enhance data collection efficiency. Prepare technical documentation and reporting (e.g., status updates, summaries, close-out records, and supporting data/graphics) for management and internal stakeholders. Coordination and Communication Coordinate across internal teams, field leadership, and contractors to align schedules, resolve issues, provide technical updates, and support public notifications (detours, impacts, timelines). Provide schedule and impacts information to internal communications resources to support public notifications (e.g., detours, disruptions, and timing). Identify and recommend improvements to maintenance materials, methods, and scheduling based on field performance observations and product/process research. Budget Support and Expenditure Tracking Support budget preparation and ongoing administration by tracking expenditures, flagging variances/risks, and ensuring purchasing and procurement processes are followed. General Act in a professional manner to protect the integrity of employees and the business of Rocky View County. Foster positive relationships with internal and external customers. Act in place of Supervisor in their absence as required. Perform other duties and special projects as assigned. Position Requirements Completion of a Civil Engineering Diploma (CET) or equivalent certification in a related field along with a minimum of five (5) years progressively responsible and diversified experience. Display strong communication skills, both written and verbal. Demonstrate excellent customer service, organizational, prioritizing, time management skills and problem-solving skills, including the ability to listen effectively to resolve core issues. Proficient in conducting risk assessments, evaluating potential mitigation options and presenting data-driven recommendations. Promote a work environment that is productive, reliable, efficient, and geared towards service excellence by working collaboratively with coworkers, the public and external organizations and representatives. Ability to prepare clear written responses and technical summaries suitable for public, stakeholder, and Council audiences. Knowledge of municipal, highway engineering and construction practices, procedures and specifications related to the position. Demonstrate knowledge and experience of basic MS Office Suite as well as basic keyboarding skills. Possess a valid class 5 driver’s license. Must be able to work in a team environment and collaborate with multiple groups to provide optimal solutions and current, relevant information. Stay current with evolving technology and software, particularly database management systems and GIS-based applications and make recommendations for hardware/software changes and updates based on the Department’s needs.
