The Opportunity

The Immigration Services Branch is seeking a permanent Manager for the Recruitment Services Unit. This position plays a key leadership role in supporting Saskatchewan’s labour market and economic growth priorities through strategic recruitment initiatives, stakeholder engagement, and immigration program delivery.

The Manager leads the Recruitment Services Unit in connecting Saskatchewan employers with skilled talent to meet current and emerging workforce needs across key sectors. Responsibilities include building relationships with industry and government partners, supporting labour mobility initiatives, collaborating on recruitment missions, and ensuring that recruitment activities align with Saskatchewan’s immigration and workforce development objectives.

Reporting to the Director, Recruitment Services, your responsibilities will include:

  • Lead and oversee the delivery of recruitment initiatives and services that support Saskatchewan’s labour market and economic growth priorities.
  • Oversee the administration and process management of Employer Position Approvals (EPAs), ensuring consistent application of program criteria, operational efficiency, and responsive service delivery.
  • Develop and maintain strong relationships with employers, industry stakeholders, government partners, and external organizations to support workforce attraction and retention efforts.
  • Coordinate and support domestic and international recruitment activities, including recruitment missions, labour mobility initiatives, and strategic partnerships.
  • Provide leadership, guidance, and performance management to staff while fostering a collaborative, client-focused, and high-performing team environment.
  • Analyze labour market trends, operational pressures, and program outcomes to identify opportunities for continuous improvement and support operational or policy recommendations.

Success in this role requires:

  • Knowledge of Saskatchewan labour market trends, workforce challenges, and emerging industry needs;
  • Knowledge of federal and provincial immigration programs, policies, legislation, and related operational processes;
  • The ability to analyze data, assess trends, and evaluate complex information to support operational decisions and program delivery;
  • The ability to interpret and apply policy and eligibility criteria consistently while managing complex or sensitive situations;
  • Strong leadership, project management, client service, communication, and interpersonal skills, with the ability to build collaborative relationships with employers, stakeholders, and diverse client groups;
  • The ability to work effectively in a fast-paced environment, both independently and collaboratively, to meet operational priorities and client needs; and
  • A positive, respectful, and solutions-focused approach that supports teamwork, continuous improvement, and a healthy workplace culture.

Typically, the knowledge and experience required to achieve the above are obtained through a master's degree in business administration, commerce, economics, or social science. An equivalent combination of education and experience may be considered.
