About the role

Are you interested in bringing your project management and capital planning expertise to deliver exciting and important capital infrastructure projects?

The Ministry of the Solicitor General (SOLGEN), Infrastructure Division is offering a great opportunity for individuals to advance the planning and delivery of correctional and community safety facilities across Ontario.

Success in this role requires leadership in project management, an understanding of the capital/business planning process, including the Treasury Board Strategic Planning Process (SPP), strategic oversight and the ability to work in a multi-disciplinary environment across business lines.

If so, consider this exciting opportunity to be part of the Facilities and Capital Planning Branch in the Ministry of the Solicitor General where you will develop partnerships to facilitate issues resolution, ensure sound government investments and support corrections reform and support public safety in Ontario.

About the job

In this role, you will:

• Lead and provide strategic oversight for corrections and public safety infrastructure projects, ensuring alignment with the Ministry's modernization objectives and policy directions.
Manage multiple concurrent and complex capital projects with competing priorities
Develop and implement engagement strategies,/b> for stakeholders impacted by infrastructure projects, including developing public engagement materials.
•Lead the Ministry's Treasury Board submissions and the Strategic Planning Process (SPP) as it relates to major capital projects
•Support finance and business planning branches with capital accounting, fiscal financial reporting, and updates, including periodic updates to the Ministry's Delegation of Financial Management Authority (DOFMA).
•Lead the development of communications materials related to infrastructure projects
•Support the project team in the review of cost estimates for all projects in the portfolio
•Supports project managers in planning, design and construction management for infrastructure projects
•Leads the development of governance materials, including Letters of Direction, Memorandum of Understanding, Project Charters, Terms of Reference, and Service Agreements for the major projects portfolio.

What you bring to the team

Technical knowledge

You have the ability to:
• demonstrate knowledge of infrastructure planning, programming and delivery, including directives, project lifecycle, procurement models and funding mechanisms.
• understand capital planning and governmental financial processes (cashflows, budgeting, MPIP reporting).
• demonstrate knowledge of Treasury Board/Cabinet submissions and Strategic Planning Process (SPP).

Communication skills

You have the ability to:
• prepare a wide range of strategic and operational documents to support decision-making.
• liaise with legal services to develop various agreements (service level agreements, project agreements, etc.).
• interpret governance materials.
• provide strategic advice, expertise, and recommendations on arising issues.

Project management and analytical skills

You have the ability to:
• provide project management expertise to ensure alignment with organizational priorities.
• proactively identify and resolve complex problems related to project objectives, scope, status, cost, and design.
• plan, manage, and coordinate a diverse portfolio of capital projects concurrently with varying size, scope and complexity with competing priorities.
• identify and analyze project implementation barriers, issues and risks and develop strategies to mitigate risks.
• apply critical analysis and benchmarking to capital plans, milestone schedules and cash flows of projects.

Relationship management and negotiation skills

You have the ability to:
• develop and foster strategic relationships with stakeholders and inter-jurisdictional partners.
• facilitate forums for collaboration and mutual problem resolution.
• demonstrate political acuity to lead complex discussions and resolve competing interests.
• provide informed advice and consultation to senior management and stakeholders.

Team leadership experience

You have the ability to:
• provide strategic oversight of project teams, manage the decision-making and approval process and resolve project issues.
• work alongside a diverse group of stakeholders, and foster collaboration to drive projects to successful completion.
• motivate and mentor a team of technical professionals.
