Dauphin, Manitoba is a city located on Treaty 2 Territory, 300 kilometres (km) northwest of Winnipeg, along the Vermillion River. It is the largest city and the regional centre for the Parkland Region. It is a distribution and transportation centre due to the surrounding agricultural belt. Dauphin is also a tourism hub where visitors enjoy great natural assets, adventure opportunities, and cultural events and festivities. Besides agriculture and tourism, industries in Dauphin include manufacturing, healthcare, education, and retail.

Duties:
As a member of the Highway Regional Operations Management Team, the incumbent will be a key point of contact for the regional program delivery and provide leadership, stakeholder engagement, support, strategic direction, development, coordination, recommendations, and support services to Stakeholders/Rights Holders (other departments, local governments, business community, indigenous communities and partners) and be the Region’s primary contact for public and client relations.
The Highway Regional Operations delivers the highway capital, maintenance and stewardship programs across the province, ensuring that department standard and principles of sustainable development are met. Provides front-line management and support for on-going stewardship functions, preserving safety, integrity, operational effectiveness, and legislative compliance with all highway assets.
Qualifications:
Essential:
-
Post secondary education in public administration, communication or an equivalent combination of relevant education andexperience may be considered.

Strong political acumen with the ability to manage confidential and politically sensitive materials and situations in an appropriatemanner.
-
Experience in public relations including complex sensitive issues often with a non-cooperative audience.
-
Excellent verbal communication skills including the ability to facilitate meetings and clearly present complex issues to a variety ofaudiences.
-
Excellent written communication skills including experience writing a variety of documents, such as speaking notes, reports,briefing materials, letters, policy papers, and authority-seeking documents.

Excellent organizational skills with the ability to manage, prioritize and meet competing deadlines.

Experience in public service preferably in either policy development or client liaison.
Desired:
- Experience in conducting research and analysis for policy/project development and implementation using qualitative andquantitative research methods.
- Strong project management skills, with experience leading complex projects in collaboration with diverse stakeholders.
