Role Overview We are seeking a Senior Project Manager/Leader with extensive experience leading large, complex, high-profile, and high-risk I&IT initiatives within government or similarly complex environments. The successful candidate will be responsible for coordinating multi-stakeholder projects, managing project schedules, budgets, risks, resources, and deliverables, and ensuring alignment with organizational standards and project management methodologies. The ideal candidate will have strong experience with Iterative project delivery, healthcare/clinical environments, healthcare data exchange, EMR/HIS integrations, RESTful APIs, containerization, OpenShift/Kubernetes, and modern Java/Angular technology environments, along with excellent executive-level communication and stakeholder management skills. Key Responsibilities Project Management & Delivery Lead and coordinate large, complex, multi-stakeholder projects. Manage large-scale, high-profile, and high-risk OPS I&IT initiatives. Ensure project deliverables meet business requirements within agreed scope, schedule, and budget. Develop and maintain detailed project schedules and integrated project plans. Manage project scope, deliverables, timelines, budgets, risks, issues, and dependencies. Monitor and forecast project costs and provide regular financial reporting. Develop complex project budgets involving multiple funding channels and cross-ministry dependencies. Maintain strong fiscal control, accountability, forecasting, reconciliation, and confirmation of actuals. Promote I&IT project management best practices and adherence to standard methodologies. Ensure project deliverables comply with government and ministry standards. Leadership, Governance & Stakeholder Management Direct project teams and coordinate resources across multiple disciplines. Source, select, onboard, and manage OPS unionized employees and fee-for-service consultants. Clarify roles, responsibilities, tasks, deliverables, and performance expectations. Resolve resource and interpersonal conflicts and negotiate changes to project resourcing. Establish and participate in steering committees and stakeholder forums. Provide project, program, and portfolio reporting to senior executives and multiple stakeholders. Prepare executive-level briefings, presentations, status reports, proposals, and governance materials. Manage client relationships and expectations while identifying and addressing potential conflicts. Risk, Issue & Change Management Proactively identify project risks and potential issues and develop appropriate mitigation strategies. Articulate and prioritize risks and issues at senior executive levels. Recommend mitigation and resolution strategies to decision makers. Identify conflicts between project and functional areas and develop appropriate responses. Manage resistance to change and implement strategies to support successful adoption throughout the project lifecycle. Monitor project effectiveness and troubleshoot issues to ensure successful delivery. Strategic Planning & Organizational Support Support organizational development, strategy development, business planning, and Ministry funding requests. Develop and communicate project guidelines, procedures, and governance processes. Promote OPS I&IT standards and best practices for project management. Ensure effective control of system quality and I&IT resource utilization. Stay current with emerging I&IT trends, technologies, tools, and methodologies. Adapt project delivery approaches to changing technology and business requirements. Experience & Skill Set Requirements Project Management Skills — 40% Demonstrated experience leading and coordinating large, complex, multi-stakeholder projects. Extensive experience managing complex projects involving both IT and business components. Demonstrated experience developing executive-level briefings, presentations, and status reports. Significant experience coordinating large teams and facilitating knowledge sharing. Extensive experience managing project schedules, deliverables, scope, and dependencies. Strong critical-thinking, problem-solving, prioritization, and solution-development skills. Demonstrated experience managing project issues and risks for high-profile, high-risk, and complex projects. Demonstrated experience directing project development teams to deliver projects on time and in accordance with government and ministry standards. Experience managing project budgets, forecasts, estimates, and financial controls. Strong stakeholder, governance, and client relationship management experience. Technical Skills — 30% Experience managing projects using an Iterative project delivery methodology. Knowledge and understanding of Information Management policies and practices. Experience identifying barriers and success factors for effective integration and collaboration. Knowledge of healthcare data exchange standards, particularly Fast Healthcare Interoperability Resources (FHIR) and Smile CDR. Knowledge of and experience integrating solutions with Electronic Medical Records (EMR) and Hospital Information Systems (HIS). Experience working with containers and container orchestration platforms such as Red Hat OpenShift or Kubernetes. Experience developing and consuming RESTful APIs. Experience with Java frameworks such as Spring Boot and Quarkus. Experience with Angular, JavaScript/TypeScript, HAPI FHIR, Node.js, YAML, and ELK Stack. Ability to assess technology requirements and contribute to recommendations for software, hardware, and technology resources. Communication & Stakeholder Skills — 20% Superior verbal and written communication skills. Experience preparing executive reports, proposals, briefing materials, presentations, and governance communications. Strong group facilitation and executive stakeholder engagement skills. Strong consulting and relationship-management capabilities. Strong customer service orientation. Demonstrated ability to work effectively as part of a team. Excellent multitasking, organization, and time-management skills. Proven ability to meet strict deadlines in complex project environments. Healthcare Experience — 10% Demonstrated experience working in a healthcare or clinical environment. Experience supporting stakeholder engagement activities within healthcare or clinical settings. Demonstrated understanding of privacy and security requirements for software development in healthcare or clinical environments. Experience working with healthcare technology, clinical systems, EMR/HIS environments, or healthcare data integration is highly valuable. Desirable Skills Knowledge and understanding of the Project Management Institute (PMI) Project Management Body of Knowledge (PMBOK). Knowledge and understanding of Information Management principles, concepts, policies, and practices. Knowledge of the Accessibility for Ontarians with Disabilities Act (AODA) and related regulations and standards. Ability to provide recommendations regarding the acquisition of software, hardware, and technology resources. Experience monitoring projects, anticipating and troubleshooting issues, resolving problems, and improving project effectiveness. Strong conflict-resolution and negotiation skills. Ability to manage client expectations and proactively address stakeholder concerns. Knowledge of emerging I&IT trends, technologies, and delivery methodologies. Must-Have Qualifications Demonstrated experience leading and coordinating large, complex, multi-stakeholder projects.
