As an Information Technology (IT) Program Manager within the Emerging Technologies division, you will help shape how emerging technologies prepare our city for the future. The successful candidate will be a strategic and collaborative IT Program Manager who leads the strategic direction and initiatives for the organization. You will help guide how emerging technologies are assessed, prioritized, implemented, and adopted to support corporate objectives and key Council priorities. As a key member of the team, you will influence emerging technology direction, foster partnerships across the organization and external ecosystems, lead digital equity initiatives, and provide strategic advice to leaders on opportunities, risks, and future trends. Primary duties include: Develop, facilitate and advance strategic technology programs that align with corporate goals and Council priorities. Lead emerging technology foresight activities, helping the organization understand the opportunities, risks, and impacts of technological change. Guide and operationalize program governance, performance measurement, business planning and value realization activities. Oversee interconnected projects and initiatives to ensure alignment, coordinated budget planning, and successful delivery of outcomes. Collaborate with business leaders, technology teams, industry partners, academic institutions, and external organizations to build strong partnerships and advance strategic objectives. Lead and support high-performing teams through coaching, talent development, recruitment, and performance management. Establish meaningful measures of success and demonstrate the value and impact of program investments. Qualifications A degree in public administration, technology, business, strategic planning, or a related field and at least 8 years of progressive experience in program development and implementation, technology foresight or strategic planning; OR A master's degree in public administration, technology, business, strategic planning, or a related field with at least 4 years of experience in program development and implementation, technology foresight or strategic planning. Equivalent combinations of experience and education may be considered. Project Management Professional (PMP) designation is a strong asset. Demonstrated experience in technology strategy, innovation management, digital transformation, or emerging technology programs. Driven by leading complex initiatives involving multiple interested parties and competing priorities. Excellent communication, facilitation, problem-solving, and political acumen with well-developed and proven leadership and relationship skills. Pre-employment Requirements A security clearance will be conducted. Successful applicants must provide proof of qualifications. Workstyle This position may be eligible to work from home for at least part of the time as one of several flexible work options available to City employees. These arrangements depend on the operational requirements of the role, employee suitability, and are subject to change based on operational needs and corporate direction.
