Job Title: RQ00105 - Project Manager - Early Learning and Childcare Duration: 2026-10-01 - 2027-03-31 Working Status: Remote (The work must stay within Canada) Location: Yellowknife, Northwest Territories Project Description Project Manager - Early Learning Child Care Project Description We are looking for an experienced Capital IT Project Manager to lead a GNWT capital IT initiative from initiation through closeout. The role requires strong project leadership, governance, scheduling, budget management, risk and issue control, vendor coordination, stakeholder engagement, implementation support, and transition planning. The ideal candidate should have significant experience managing complex, large-budget IT projects, preferably in the public sector or government environment, with strong knowledge of enterprise systems, capital-funded projects, and formal project management practices. Proponents will be evaluated primarily on their qualifications and delivery approach, with cost also considered under GNWT procurement requirements. The Government of the Northwest Territories (GNWT) recognizes early learning and child care (ELCC) as a cornerstone for child development, workforce participation, and economic growth. Guided by the 2030 Early Learning and Child Care Strategy and aligned with the Canada-wide ELCC Framework, the GNWT is committed to building an affordable, accessible, and inclusive system that meets the needs of families across the territory. Current ELCC administrative processes are fragmented and heavily reliant on manual workflows, creating inefficiencies, compliance risks, and delays in service delivery. These challenges hinder GNWT’s ability to meet obligations under federal agreements and respond to growing demand for child care services driven by demographic and economic pressures. Without modernization, families may face barriers to accessing child care, impacting workforce participation and contributing to population decline.
