Special Advisor - Telecommunication

The Kativik Regional Government (KRG), a supra municipal body with jurisdiction over the territory located north of the 55th parallel, is now looking for a self-motivated and dynamic individual  interested in joining the KRG to work in the capacity of:

SPECIAL ADVISOR - TELECOMMUNICATIONS
(Two-year contract position)

Reporting to Director General, the Special Advisor – Telecommunications is responsible for advising the Kativik Regional Government's (KRG) senior management with regard to the strategy, development and deployment of telecom initiatives in Nunavik. The Special Advisor provides advice and make recommendations to KRG's senior management allowing for informed decision making with regard to the strategic direction, development and implementation of telecommunications within Nunavik. More specifically, the Special Advisor is responsible for the following duties:

• Provide high level analysis, coordination and facilitation with regard to current and future telecommunications needs within Nunavik;
• Maintain ongoing information on telecom activities, trends, policies and developments in applicable technology and their effect on the KRG and its telecommunications and broadband operations;
• Lead consultation and negotiation with all stakeholders including Provincial, Territorial and Federal funding partners;
• Build and maintain strong relationship with all levels of government in the development and deployment of telecommunication services;
• Maintain a strong working relationship with private sector research foundations and philanthropic organizations and institutes in order to promote telecommunications research opportunities in Nunavik and to promote the long term economic interest in the KRG's broadband and telecommunications initiatives;
• Manage Capital Project budgets in collaboration with the Treasurer and oversee the work of external consultants on the improvement of the KRG's capital assets in the area of telecommunications.

Required qualifications

• Bachelor's degree in the Telecommunications field or equivalent demonstrated work experience in managing a business in the telecommunications field;
• Minimum of ten (10) years' experience in an advisory role in a corporate office, preferably in the telecommunications field;

• Demonstrated in depth knowledge of the current and future telecommunications challenges faced by the KRG and an ability to apply this knowledge in a rapidly changing environment;
• In depth knowledge of Canadian radio spectrum management policies and regulations as it pertains to the KRG;
• Strong strategic and analytical skills, sound judgement as well as a demonstrated ability to manage multiple concepts and priorities;
• Strong presentation skills and demonstrated ability to adapt presentation to a target audience;
• Ability to build and maintain a good working relationship with colleagues and stakeholders;
• Capacity  to work in highly stressful situations with tight deadlines and respond effectively to frequently changing demands and deadlines;
• Excellent computer skills including the ability to work with a wide range of computer applications including word processing, spreadsheet, presentation and design software;
• Excellent written and verbal communication skills and ability to communicate, verbally and in writing, in at least two of the following languages: Inuktitut, English or French.

Salary:                        from $97,071 to $133,345 yearly
