SAFETY AND INFRASTRUCTURE SPECIALIST – NUNAVIK PARKS
(Permanent - Full time)

The Nunavik Parks Section, of the Renewable Resources, Environment, Lands and Parks Department of the KRG has the mandate to manage national parks in Nunavik, including operations and infrastructures.

Reporting to the Assistant-Director Park Operations of the Renewable Resources, Environment, Lands and Parks Department and working closely with the Maintenance Technician, the Park Operations Coordinators, Administration Department and Municipal Public Works (MPW) department, the Safety and Infrastructure Specialist ensures the operation and monitoring of infrastructures and off road vehicle fleet in the parks. The Safety and Infrastructure Specialist is also responsible for the implementation of the Parks Safety and Health Programs. Other duties and responsibilities include but not be limited to:

  • Draft a master plan for physical assets management in parks, including preventive maintenance programs;
  • In collaboration with the Maintenance Technician and the local Park Operations Coordinators, implement preventive maintenance programs;
  • Ensure the overall monitoring of parks infrastructure projects: compliance with deadlines, budgets, rules and standards, project modifications, project inspections by professionals, payments, financing, warrantees, etc.;
  • Assist MPW in coordinating with Parks section for implementation of infrastructure projects under MPW responsibility;
  • In collaboration with Assistant-Director, Park Directors and Park Maintenance Technician, analyze and verify budget variance reports and forecast and allocate parks infrastructure budget;
  • Ensure security and emergency preparedness procedures are implemented for employees and visitors;
  • Inspect, test, and evaluate workplace environments, equipment, and practices to ensure they follow health and safety standards and government regulations;
  • Conduct periodic assessments and job-safety analyses of the workplace to identify the existence of hazards and risks to workers;
  • Plan a safety and prevention schedule for all Parks;
  • Investigate incidents and accidents to identify what caused them and how they might be prevented in the future;
  • Follow through on all administrative aspects associated with parks infrastructures: Infrastructure Agreement, service contracts, call for tenders and procurement procedures;
  • Perform any other related duty requested by his/her supervisor.

Requirements:

  • A college diploma in Building Maintenance, Architecture Techniques, Civil Engineering Technology, Construction Project Management. A technical background in those fields combined with work experience and relevant achievements could be considered as an equivalent;
  • Project management experience is a required;
  • Possess at least three (3) years of relevant work experience;
  • Have excellent organizational, analytical, problem-solving, and communications skills (verbal and written);
  • Written and oral working knowledge of at least two (2) of the following languages:  Inuktitut, English and French
  • Solid working knowledge of Microsoft Office, as well as other specialized software ;
  • Must be willing to travel in Nunavik;

Successful Candidate will be required to successfully complete ASP Health and Safety Training

Salary:                      Min: $50 590 yearly – Max: $87 221 yearly (E9)

  • Cost-of-living differential: minimum $8 500 annually.                                
  • Food allowance: minimum $3 707 annually.
