The Emergency Health I&IT Solutions & Technology Management Branch at the Ministry of Health (MOH) The Emergency Health I&IT Solutions & Technology Management Branch (EHSTMB) delivers a wide range of mission- and business-critical solutions to enable business delivery and transformations. They deliver solutions for partners, primarily the Emergency Health Services Division, running 911 land ambulance communication services. In addition, they manage and support application and telecommunication solutions, GIS and data services as well as Security Operations, Disaster Recovery planning, and IT Portfolio and Technology Management. The branch develops and maintains mobile applications and data exchange services (including real-time dashboards) for use by various client organizations, including 911 Dispatch Centres, Paramedic Services, Fire and others.

What can I expect to do in this role?
In this role, you will: • coordinate and conduct the analysis of business requirements in order to design and develop applications that meet the stated business requirements, including the impact of projects across the portfolio • provide leadership across teams engaged in the analysis, design, construction, testing and implementation of large, complex, n-tier ministry applications, including across multiple projects, to ensure critical features and functions are managed via technical roadmaps and operational plans • oversee the development, resource/financial planning, design, testing, maintenance and support of system, application, design, user, and operations documentation • develop solution designs/blueprints with oversight and direction from branch Application/Solution Architect(s) • provide authoritative direction and guidance to client organizations in a variety of subject areas to help the client meet different, interrelated goals and objectives, including portfolio planning
How do I qualify?
Technical Skills
• You are knowledgeable about IT project and development methodologies, and industry-standard IT development, tools and techniques. • You have technical expertise related to design, construction and implementation of complex and specialized applications and software/hardware. • You have experience providing project and business direction and leadership to staff and contractors. • You have liaised with project, architecture/design and development staff and provided subject matter expertise in all aspects of software design and development, including construction of complex system design solutions, research/selection and integration of commercial off-the-shelf (COTS) products, or cloud-based solutions, and proof-of-concept assignments.
Business Analysis, Client Liaison and Communication Skills
• You can analyze, and provide advice and recommendations to business clients on, project and portfolio. • You have proven experience in providing advice and recommendations to business clients at all levels on IT solutions such as business requirements, and approaches to project planning and analysis. • You have the proven ability to interpret, understand and explain detailed information to business and technical audiences. • You can understand the client's business to develop recommendations on appropriate solutions. • You can demonstrate your experience in managing external vendor relationships. • You have demonstrated teamwork and collaborative skills.
Systems Analysis and Development
• You have demonstrated knowledge of standard methods and techniques for complex IT systems analysis, including process and data modelling, and design and development techniques. • You have demonstrated knowledge of both Waterfall and Agile methodologies. • You have proven experience in facilitating and reviewing client business requirements. • You are experienced in providing technical direction, mentoring and training to team members. • You have demonstrated knowledge of commonly used business software (such as word processing, spreadsheets) used in preparing IT systems development and testing documentation.
Leadership Skills
• You are experienced in planning and directing complex IT systems development, testing, and implementation tasks as part of large development teams and across the portfolio. • You have demonstrated experience in providing leadership, coaching/mentoring, guidance and technical expertise to other members of the IT development and test team. • You have proven experience in leading IT system responses to business requirements, and facilitating communications regarding requirements with the business stakeholders.
